II.2.4)Description of the procurement:

This Notice announces the existence of a qualification system for the railway industry pursuant to which the utilities, and other buyers, listed in Section VI.3 below can purchase services falling within the CPV codes listed in this Section II. The qualification system is operated by RSSB and include the GB rail industry's supplier Pre-Qualification Questionnaire and audit. The RISQS coding structure, against which suppliers indicate their areas of capability, is the RICCL. The Railway Industry Commodity Classification List (RICCL) includes all commodities that are purchased to support GB Railway operations and provides a common vocabulary for the benefit of all buyers and suppliers who are participants in railway supplier assurance activities. It aligns with International standards (especially ISO 81346) while utilising the best of existing models. The Commodity Classification System is a hierarchical classification system. All entities are identified with a structured alpha-numeric code which both indicates its location in the list and uniquely classifies it. The Commodity Classification System is split into 8 subsystems. Each subsystem consists of its classes. These could be termed its “children”. Each class is part of its subsystem, this could be termed its parent. The prefixes A-H identify which subsystem a commodity belongs too. This Notice incorporates any changes that have occurred since the previous Qualification System Notice (QSN) was published for RISQS services and supersedes all previous QSNs for RISQS service.

Conditions to be fulfilled by economic operators in view of their qualification:

RISQS has been established as an industry-based service to assist the UK rail companies, and their associated transport activities, by providing through the administration of a single qualification scheme and database. For all of the product and service categories listed, RISQS will provide a register of suppliers and Contractors to the subscribers listed in Section VI.3, and for some of the categories a second stage qualification will be applied as part of the scheme. Registered and qualified suppliers may be considered by subscribers for contract opportunities, without further notification of requirements in the “Supplement to the Official Journal of the European Union”. Each subscriber may impose further qualification stages and in addition certain contract opportunities may be published separately, even though they relate to the commodity classification list. This suppliers wishing to register on RISQS should reply to the address listed in Section I or visit http://shop.risqs.org/
