Description

 

Purpose of the Consultancy

The Short-Term Consultant (STC) will provide technical support for strengthening public health emergency and natural disaster preparedness and response mechanisms, including at points of entry.

Background

Preparedness and response are key components of IHR (2005) core capacities and key areas of Asia Pacific Strategy for Emerging Diseases and Public Health Emergencies (APSED III). A Joint External Evaluation (JEE) was conducted in 2016, which provided recommended priority actions. To put in action these recommendations, “The National Work Plan for Emerging Diseases, and Public Health Emergency to achieve IHR core capacities (2016-2020)” was revised. It indicates preparedness and emergency response operations (including point of entry) as key areas for strengthening. The WHE team of WHO Cambodia provides technical assistance to the Ministry of Health (MoH) in this area.

Planned timelines (inclusive travel date)

Start date: 6 August 2018
End date: 31 December 2018

Work to be performed

  1. Provide technical support in the development and facilitation of Emergency Operations Centre [EOC]/Incident Management System [IMS] SOP training and simulation exercise
  2. Provide technical advice on the development of Ebola Virus Disease (EVD) preparedness and response training curriculum, and support the coordination and facilitation of the training
  3. Support the re-assessment of designated points of entry (POE)
  4. Review issuance of Ship Sanitation Certificate (SSC) process with MoH Quarantine focal point
  5. Implement the WHO Cambodia Country Office Business Continuity Plan (BCP) with a simulation exercise for key IMS personnel
  6. Co-lead the Health Cluster of the Humanitarian Response Forum (HRF), coordinating health sector partners and providing technical support in disaster preparedness and response mechanisms with the National Committee for Disaster Management
  7. Provide technical support for the development of video training materials

Method(s) to carry out the activity

  • Coordinate meetings with MoH counterparts and other relevant ministries
  • Work closely with MoH counterparts to prepare training and simulation exercises
  • Provide technical advice to MoH counterparts, field epidemiology students and rapid response teams
  • Coordinate Health Cluster meetings and participate in HRF meetings with health partners and UN agencies
  • Liaise with other WHO Cambodia Country Office technical teams and administration to establish and test IMS system of the BCP
  • Support WHE team in conducting risk assessments, surveillance meetings and outbreak investigations, as required

Specific requirements

Qualifications required:           

Essential: University degree in health sciences from a recognised university

Desirable: Postgraduate qualification in Public Health or International Public Health

Experience required:

Essential: Minimum of 5 years' relevant work experience in health, public health or other relevant experience, including international experience in resource limited contexts

Desirable: Experience working with Ministry of Health and other government officials, experience working in the region, experience in Health Cluster Coordination, experience in developing emergency preparedness materials

Skills / Technical skills and knowledge:

  • Understanding of emerging infectious diseases, IHR (2005), JEE, APSED III and Emergency Response Framework
  • Ability to establish and maintain good working relationships with Government counterparts, WHO colleagues, and partners
  • Competent verbal and written communication skills, including cross-cultural communication and diplomacy
  • Working experience in resource-constrained setting, including understanding the Cambodian health system and MoH priorities
  • Working experience in health promotion and health communication may be an asset

Language requirements:

  • Proficient in English
  • Desirable: Khmer

Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

Travel

The Consultant is expected to travel according to the itinerary and estimated schedule that is to be confirmed

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
