SOURCES SOUGHT The Department of Veterans Affairs (VA), VA Caribbean Healthcare System (VAHCS), Network Contracting Office 8, is performing market research with the intent of soliciting offers and awarding a lease with sufficient rentable square footage to yield 13,885 contiguous net usable square feet of Medical Office and related space in the Municipalities of Ceiba and Fajardo, Puerto Rico for use as a Community-based Outpatient Clinic (CBOC). The space shall have a minimum of 86 parking spaces available. A lease up to 15 Years will be considered New and Existing buildings will be considered. However, if not a New Building, the Space offered shall be in a Building that has undergone, or will complete by occupancy, modernization, or adaptive reuse for the Space with modern conveniences and must be ready for occupancy no later than September 1, 2022. Space within or fronting on the following boundaries will be considered: North: Starting at the intersection of Finca El Convento unnamed road and Fajardo Beach. Along the Coastline of Fajardo Beach , Playa el Convento, Playa Escondida, Playa Seven Seas and Playa Canalejo. East: Starting at Playa Canalejo and along the Coastline of Fajardo and Ceiba Municipalities. Along the Ceiba Municipality coastline including playa Los Machos and Playa Blanca and the intersection with the river mouth of Rio Daguao. South: Starting at the intersection of Rio Daguao and Bennington Road. Along Bennington Road and the intersection with PR-3. West: Starting at the intersection of PR-3 with PR-973. Along PR-973 and the intersection with PR-972. Along PR-972 and the intersection with PR-971. Along PR-971 and intersection with PR-976. Along PR-976 and the intersection with PR-895. Along PR-895 and intersection with unnamed road towards Campamento JF Rodriguez. Along unnamed road along the Fajardo Municipality border line and the intersection with PR-940. Along PR-940 and the intersection with PR-3 near Rio Juan Marin. Along PR-3 and the intersection with Finca el Convento unnamed road. Along Finca el Convento unnamed road and the coastline of Fajardo Beach. A market survey of offered properties will be conducted by VA staff. Indicate whether the quoted rental rate includes an amount for tenant improvements and state the amount, if any. Date of space availability Building ownership information and authorization from owner to offer the property if applicable Energy efficiency and renewable energy features existing within the proposed building List of services provided (Utilities, janitorial, pest control, security monitoring, etc.). The Government is considering space if economically advantageous. The Government is limited by law (40 USC 278a, as Amended 10-1-81) to pay no more than the appraised fair rental value for space.
