  Invitation for Bids Date: 27 May 2021 Loan No. and Title: 3520-GEO: Batumi Bypass Road Project Contract Title: BBRP/CW/ICB-02: Construction of Bakurtsikhe-Tsnori Road Section Deadline for Submission of Bids: 8 July 2021 at 16:00 hours (Georgia time) 1.    The Government of Georgia has received financing from the Asian Development Bank (ADB) towards the cost of the Batumi Bypass Road Project. Part of this financing will be used for payments under the Contract named above. No nationality restrictions apply.  2.    The Roads Department of Georgia under the Ministry of Regional Development and Infrastructure of Georgia ("the Employer") invites sealed bids from eligible Bidders for the contract for the construction of the Bakurtsikhe-Tsnori Road Section.   This contract includes the construction of a 16.6 km long 2-lane road and 6 bridges with asphalt pavement. The contract period will be 730 calendar days + 730 days Defects Notification Period.   3.    International competitive bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope bidding procedure and is open to all Bidders without nationality restrictions.   4.    Only eligible Bidders with the following key qualifications should participate in this bidding:   ●     Pending Litigation: All pending litigation and arbitration, if any, shall be treated as resolved against the Bidder and so shall in total not represent more than 50 percent of the Bidder’s net worth calculated as the difference between total assets and total liabilities. ●     Financial Situation: The Bidder’s net worth, as a minimum, for the last year calculated as the difference between total assets and total liabilities should be positive. Its annual average construction turnover for the last three (3) years must not be less than USD 21,000,000 (Twenty-One Million United States Dollars) or equivalent and the Bidder must demonstrate that it has access to financial resources of not less than USD 3,500,000 (Three Million Five Hundred Thousand United States Dollars) or equivalent to support the cash flow requirement for this project and all its current contract commitments.  ●     Construction Experience: Participation in at least one (1) contract that has been successfully or substantially completed within the last five (5) years and that are similar to the proposed contract, where the value of the Bidder’s participation exceeds USD 20,000,000 (Twenty Million United States Dollars).   The similarity of the Bidder’s participation shall be based on construction of Highway/Motorway/Expressway including bridges.  ●     Construction Experience in the following key activities: o Within the last five (5) years, construction of embankment of at least 1,700,000 m 3 o Within the last five (5) years, construction of asphalt concrete pavement of at least 180,000 m 2 and o Within the last five (5) years, construction of at least 4,160 m 2 bridge deck.  More details of qualification requirements are mentioned in the Bidding Documents.  5.    To obtain further information and inspect the Bidding Documents, Bidders should contact:  Ms. Salome Tsurtsumia Deputy Chairperson 12 Al.
