  Background   The Government of Rwanda has received financing from the African Development Bank towards the cost of Regional Centre of Excellence in Biomedical Engineering and e-Health (CEBE) Project.  It is intended that part of the funds of this loan will be applied to eligible payments under the contract for the Consultancy Services to deliver the Academic Services under the East Africa’s Centre of Excellence for Biomedical Engineering and E-Health (CEBE).   The Client now invites the interested Individual Consultants experienced and capable to express their interest in providing the following services.   MASTER’S DEGREE COURSES IN HEALTH INFORMATICS   Module Total (Hrs) Minimum Qualification of the Trainer Clinic information systems 100 PhD in Health Informatics, Computer Sciences, Public Health, or related field with minimum of 2 years in conducting training in implementing health information systems. Knowledge Management in Healthcare Delivery 100 PhD in data science, Health Informatics, Computer Sciences, Public Health, or related field with minimum of 2 years of experience in knowledge management, health data analytics or related field Ethical, Legal, Equity, and Governance 100 PhD in Health Informatics, Computer Sciences, Public Health with at least 2 years work experience with experience in health law, healthcare governance or related field Public health information systems 100 PhD degree in Health Informatics, Computer Sciences, Public Health, or related field with minimum of 2 years in conducting training in health information systems Health Information Security 100 PhD in Health Informatics, Computer Sciences with at least 2 years work experience with experience in computer security Project Management in Healthcare Delivery 100 PhD degree in Health Informatics, Public Health, Computer Sciences, or related field with minimum of 3 years in healthcare projects. These are healthcare information systems used by doctors, nurses and other healthcare providers to provide clinical care to patients.  It will equip students to understand the semantically-rich capture of data in support of clinical decision-making; EHR storage and sharing; EHR standardization; barriers and facilitators to the adoption of EHR including within the context of data protection issues Health information systems, electronic health records (HER), electronic medical records (EMR), coding systems, Unified Medical Language System, Standard for Medical Imaging and Communication.   PhD in Health Informatics, Computer Sciences, Public Health, or related field with minimum of 2 years in conducting training in implementing health information systems. Knowledge Management in Healthcare Delivery This module covers the Health Informatics topics of the use of knowledge within a number of areas, in particular the processing of Data into Information, and then into Knowledge. The use of such knowledge is explored in Decision Making and Education The module covers patient care systems, critical aspects of healthcare operations, knowledge strategies for healthcare operations, knowledge mapping and medical informatics, knowledge creation and discovery in medical informatics, application of knowledge management to healthcare, knowledge tools and techniques for healthcare.                          PhD in data science, Health Informatics, Computer Sciences, Public Health, or related field with minimum of 2 years of experience in knowledge management, health data analytics or related field Ethical, Legal, Equity, and Governance This module introduces the learners to various laws, ethical issues and policies that govern and regulate heath care provision and health informatics practice and research in the field of health. The main contents of this module are Ethical and Social Issues including political influence, Existing Health Informatics related laws and legislations; Impact of breaches and mitigation measures Professional Code of Conduct Research: Nuremberg; Belmont Report. PhD in Health Informatics, Computer Sciences, Public Health with at least 2 years work experience with experience in health law, healthcare governance or related field Public health information systems This module explores the concepts of technologies to provide assertive support in the population.  It focusses on the application of informatics in area of public health, including surveillance, prevention, preparedness, and health promotion, and the use of Information technology in six building blocks of health systems The content of this module is mainly made of application of informatics in area of public health, including epidemiology, disease surveillance, prevention, and preparedness health promotion, Data warehousing, Data representation and information analysis; Public health applications such as Community information systems, Consumer health and patient information, Geographical Information systems    PhD degree in Health Informatics, Computer Sciences, Public Health, or related field with minimum of 2 years in conducting training in health information systems. Health Information Security This module is designed to enable students for understanding security issues in health information systems and how to mitigate, contain and eradicate them. The module focuses on developing a comprehensive understanding of the principles for securing information systems environment.   Core topic areas include, health application security, business continuity and disaster recovery planning, cryptography, information security governance and risk management, compliance, physical (environmental) security, security architecture and design, and telecommunications and data security PhD in Health Informatics, Computer Sciences with at least 2 years work experience with experience in computer security.   Decision Support Systems and Clinical Workflow The course equips the students with the knowledge and skills to appropriately use and apply decision support systems in healthcare (both clinical and public health settings). Clinical and public health decision support system, Mathematical foundations of knowledge-based systems, Areas to apply decision support systems in health and health care, Workflow & Process Management, Implement CDSS in a Health Care setting   PhD in data science, Health Informatics, Computer Sciences, Public Health, or related field with minimum of 2 years of experience in decision support system, health data analytics or related field Project Management in Healthcare Delivery In t h i s m o d u l e st u d e nts w i l l l e a r n the pri n c i p l es of pro j e c t m a n a g e m e n t a s w e l l as of i n f o r m at i on m a n a g e m e n t w i t h i n pro j e c t s.  T hrough ex p l ora t i on of h e a l t h i n f o r m at i on pr o j e c t s, s tu d e n ts w i l l g a i n real-world understandings of h o w to m a n a g e health i n f o r m at i c s pr o j e c ts.   T h e y w i l l t a k e i nto ac c o u n t t h e so c i o- te c h ni c al asp e c ts of i m p l e m e n ta ti o n. Project Management Fundamentals, Project Organisation and Behaviour, Project Strategy and Leadership   PhD degree in Health Informatics, Public Health, Computer Sciences, or related field with minimum of 3 years in healthcare projects E-Health Enterprise Architecture This course will examine the multidimensional aspects of medical device development and manufacturing and provide students with the entrepreneurship skills necessary to understand how devices are developed and brought to market. Students will specifically learn how to assess a device’s clinical effectiveness, to evaluate its core function/technology, and to identify the appropriate path and requirements to obtain regulatory clearance/approval. Fundamentals of enterprise architecture, Enterprise architecture models/frameworks Health information systems interoperability Health informatics standards Health information exchange E-health enterprise architecture risks and key constraints, E-health enterprise architecture implementation process PhD in Electronics Engineering, PhD in Health Informatics, Computer Sciences, Medicine, Public Health, or related field with minimum of 2 years in conducting training or working in healthcare system architecture, health information systems, system interoperability, and standards.         General Requirements   Demonstrated experience as a lead for a minimum of three similar projects including design, develop, implement and evaluate ehealth systems. Strong data analysis expertise, including software and knowledge of significance testing and high level statistical analysis Previous experience working in Rwanda (or similar context) highly desirable Cultural sensitivity and strong inter-personal skills essential; Demonstrated facilitation and training skills required Management, planning, coordination, organization, and facilitation skills Flexibility and complete availability for the duration of the assignment Spoken and written fluency in English is a requirement; spoken and written French is an advantage Flexibility, tenacity and results-oriented approach essential for success. Experience of working in low resources settings     DESIGN OF TEACHING MATERIALS AND  MODE OF COURSES DELIVERY The training consultant will employ rigorous and varied methods of training and research to achieve this task. The mode of delivery shall ensure that there is transfer of skills to the trainees for sustainability purposes.  The trainees should demonstrate the capacity to be future designers, developers, implementers, users and evaluators of e-health systems in Rwanda and the Region.    RESPONSIBILITIES T he consultant is expected to undertake the following tasks based on the CEBE approved objectives and content of the short courses: Design teaching materials for the following short courses; Clinic information systems Knowledge Management in Healthcare Delivery Ethical, Legal, Equity, and Governance Public health information systems Health Information Security Project Management in Healthcare Delivery Decision Support Systems and Clinical Workflow E-Health Enterprise Architecture Deliver the modules mentioned above in collaboration with University of Rwanda lecturers   PERIOD OF PERFORMANCE   For each training, the start and the end date will be agreed upon between CEBE and the consultant. The consulting services will start from the date the contract is signed till the end of the agreed period for service provision.    REPORTING REQUIREMENTS   A detailed work plan with clear deliverables and milestones must be submitted within 2 weeks of the contract agreement. The consultant will be requested to report the progress and performance according to the contract.
