https://devbusiness.un.org/content/general-procurement-notice-1714 GENERAL PROCUREMENT NOTICE Grenada Caribbean Regional Air Transport Connectivity Project (Transport Sector) General Procurement Notice Credit No.6642-GD Project ID No. P172951 The Government of Grenada has received financing in the amount of US$17,000,000.00 dollars equivalent from the World Bank toward the cost of the Caribbean Regional Air Transport Connectivity Project and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. The project will include the following components Component 1: Operational Safety and Resilience Enhancement (US$11.5 million). This component would include: (a) construction of Runway End Safety Areas (RESAs) with enhanced drainage features, (b) installation of an Instrument Landing System (ILS) for Runway 10, (c) deployment of Automatic Dependent Surveillance- Broadcast (ADS-B), (d) installation of a Precision Approach Path Indicator (PAPI) for Runway 28, (e) provision of Automatic Terminal Information Service (ATIS), (f) health screening equipment for passenger at departure and arrival (COVID19); and (g) development of a resilient air cargo facility with cold storage and X-ray screening capability, (h) preparation of a long-term sea defense strategy for MBIA, and (i) development and implementation of an airport wildlife management program. Component 2: Technical Assistance and Capacity Building (US$ 3.5 million). This component would include: (a) regionally-coordinated training related to air traffic control (ATC) skills, crash fire rescue (CFR) skills, climate/disaster resilience best practices, wildlife management best practices, and gender diversity best practices; (b) ICAO SARPs compliance screening to identify critical safety gaps; (c) technical assistance on airport (MBIA) medium-term impact and response to the health crisis (COVID19); (d) preparation of an Aviation Sector Strategic Plan to guide further investment in Grenada’s aviation sector; (e) technical assistance to assess the capabilities, needs and opportunities for the use of Unmanned Aircraft Systems (drone) in Grenada and (f) gap analysis of institutional capacity for GAA, Civil Aviation Division and other key stakeholders. Component 3: Project Management (US$ 2.0 million). This component would include support by consultants on procurement and safeguards during implementation. This component will also include finance annual audits. Component 4: Contingent Emergency Response (US$0 million). This component will provide immediate response to an eligible emergency. As such, in the event of such eligible emergency and at the request of the Government, the component would finance emergency activities and expenditures for goods, works and services. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the "World Bank’s Procurement Regulations for IPF Borrowers" July 2016,revised November 2017 and August 2018 and is open to all eligible firms and individuals as defined in the Procurement Regulations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
