The scope and purpose of the contract

A complete digital system for the primary and lower secondary education for before-and-after-school care service and nurseries which shall render the paper superfluous The system shall safeguard the entire education course from nurseries to sixth form colleges. The system shall cover the administrative assignments for school and nursery owners and service locations. Th system shall be compatibable and integrable with the systems used for children and youth field and municipal administration.
There will be a strong focus on efficient work processes in the municipalities and the new administration system for this sector shall support this. The system shall therefore have a close integration between the administrative systems and not at least the professional systems in the municipalities, in such a way that double registrations and unnecessary work processes are eliminated.
The Contracting Authority reserves the right to decide when the different components of the offered system shall be in operation. The implementation and use be agreed with the new supplier.
The contract is subject to alterations due to the reform of Local Government

(ESPD: Part II A.e) Certificates for Tax and VAT.
The tenderer shall have settled conditions in relation to payment of taxes and VAT.
Documentation: A certificate showing paid VAT, taxes and social security contributions is required. The certificate shall be issued by the competent authority in the country where the tenderer is established (the Norwegian certificate for tax and VAT is common and can be ordered from altinn.no, former RF-1244) in accordance with the laws and regulations in the country of origin. The certificate must not be more than 6 months from the deadline for receipt of tenders.
The contracting authority is not allowed to request the certificate if he has already received it, in accordance with the regulations § 17-1(4). If you have submitted a tax certificate to Sunnfjord OG YTRE Sogn IKT (SYSIKT), and it is still valid at the deadline for receipt of tenders, you are not obliged to submit a certificate now. If this is the case, state when and to whom the certificate was previously submitted. You can, however, enclose the certificate voluntarily if you want.

Requirements regarding the tenderer's economic and financial position: The financial capacity to fulfil the contract is required.
Documentation: The Contracting Authority will assess finances through the company and accounting information system Proff Forvalt (www.forvalt.no). Tenderers are asked to submit other information they believe is relevant. The contracting Authority reserves the right to obtain supplementary information about the tenderer's finances.
