NVE needs external assistance within the manager development and organisation development fields.
The contracting authority intends to enter into a framework agreement with two contract areas, each contract will have 1 to 3 tenderers for these fields.
The contract period is set at two years from the date the contract is signed, with the possibility to extend for a further one year + one year.
The contracting authority mainly has a need for consultancy services within manager development and organisation development. The contracts will cover the contracting authority's needs for competence
- that the contracting authority does not have access to in its organisation and/or
- when the contracting authority need extra capacity
The contracting authority intends to enter into framework agreements with 1 - 3 tenderers per contract area. Tenderers can submit tenders for both areas, but this is not a requirement. Separate, independent tenders must be submitted if a tender is given for both areas.
The financial limit over 4 years is estimated to be NOK 2 million - NOK 4 million, based on the annual budget limits and previous experience.

III.1.1)Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registersList and brief description of conditions:
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement:
Norwegian companies: Company registration certificate
Foreign companies: Verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
III.1.2)Economic and financial standingList and brief description of selection criteria:
Norwegian tenderers must have their affairs in order with regard to the payment of tax and value added tax (VAT).
Documentation requirement:
Tax certificate, not older than six months, calculated from the tender deadline.
Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract.
Documentation requirement:
Credit rating based on the most recent accounting figures. The rating must be carried out by a credit rating company with a license to conduct this service.

Tenderers must have experience from relevant assignments.
Documentation requirement:
Description of up to three of the tenderer’s most relevant assignments during the last three years. The description must include a statement of the assignment value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description. A tenderer can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another service provider. References will be contacted if necessary.
