Oslo Municipality, c/o the Frogner District, invites tenderers to a contest with negotiations in two stages for the procurement of 24 hour services for a user over the age of 18 with comprehensive needs for health and care services.
The contest will be held in accordance with the Public Procurement Act from 17 June 2016 no. 73 and the Public Procurement Regulations dated 12 April 2016 no. 974, part IV, as well as the provisions in given in this qualification documentation.
The contest will be held as a two stage negotiated procedure. A two stage process means that the tender documentation and the requirement specification only can be submitted to a limited number of pre-qualified providers.
Tax and VAT conditions
The tenderer's tax and VAT payments must be in order.
Documentation: Tax and VAT certificate, not older than 6 months. The certificates can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
Registration, authorisations, etc.
Tenderers must be a legally established company.

Foreign tenderers: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Economic and financial capacity.
Tenderers must have the financial capacity to implement the assignment/contract.

The company's three last sets of annual financial statements, including notes, board of directors' reports and auditor's reports, as well as more recent information of relevance to the company's accounting figures.

A credit appraisal/rating, from a certified credit institution, not older than 1 year, based on the last known fiscal numbers. The minimum credit rating requirement is 'credit worthy' or equivalent.
The contracting authority reserves the right to obtain further credit ratings or other relevant information in order to verify whether the tenderer
fulfils the requirement.
Technical and professional qualifications
Tenderers must have good implementation ability. Tenderers must have experience from similar assignments. Similar assignments mean, for example, residential and care offers for persons with comprehensive needs for health and care services. Tenderers must have good competence with in health education subjects, medicine administration, psychiatry, environmental therapy, and the use of force and power.
