II.2.4) Description of the procurement
The Scotland 5G Centre (S5GC) Sought to obtain the services of a suitably qualified constancy firm that can support the Centre to identify and develop a monitoring and evaluation framework that can track and measure the effectiveness of the center in supporting national policy objectives.
The S5GC is sought to secure the services of a single supplier to deliver the below non-exhaustive list of objectives related to the establishment and operation of a monitoring and evaluation framework:
-Create a baseline review of current center activities, the indicators used to monitor these, weaknesses within these and opportunities to strengthen.
-Determine the positioning of S5GC in the wider policy and practice environment and the evidence required to demonstrate positive social and economic effect.
-The development of a consistent, reliable and valid method of recording hard ‘direct’ and ‘soft’ indirect indicators.
-Support the S5GC to determine the most effective method to undertake this over a 15 - month period reflecting key internal and external reporting points e.g. quarterly Board updates, annual report and funder requests for evidence of impact/progress.
-Provision of considerations for monitoring and evaluation beyond March 2022.
-Provision of final conclusions, considerations and recommendations for revised actions going forward - fine tuning S5GC and its activities within the overall policy and practice framework.
