The proposed works will increase the efficiency of the state road network, boost farm-to-market, rural, intra- and interstate connectivity, enhance access for small-scale industries and improve road safety. The project includes increased road capacity along with performance-based maintenance contracts. The executing agency for the project will be the Public Works Department of the Government of Maharashtra (MPWD).    Brief Description of Goods and Related Services, Works or Consulting Services to be Procured and related justification for advance action:  All procurement of goods and works will be undertaken in accordance with ADB’s Procurement Policy and Procurement Regulations for ADB Borrowers (July 2017, as amended from time to time). While advance contracting is part of the normal procedure, approval of advance contracting and retroactive financing does not commit ADB to approve the loan project or to finance the project costs. If retroactive financing will not be approved for the project, contracts procured under advance action will be signed after loan effectiveness. The proceeds of the loan are intended to be used for the procurement of the following using open competitive bidding procedure. The items below are indicative for the purposes of this advance contracting notice, and specific procurement notices will be issued later. Procurement of Engineering, Procurement and Construction (EPC) civil works packages in the districts of Ahmednagar, Pune, Satara, Kolhapur, Nagpur, Hingoli, Nanded, Jalna, Sangli and Nashik. The EPC civil works packages will range in estimated value from US $9 million to US $ 37 million. The procurement method will be Open Competitive Bidding. The bidding procedure will be Single Stage, 2 Envelope.   Engagement of Authority Engineers and consulting services for project management and monitoring including environmental and social safeguards.
