LOT No. DS-6 Part – 1: Construction Phase Improvement of Dhaka- Sylhet National Highway (N2) into 4-Lane Highway with Service Lanes on Both Side from Budhanti Bus Stand End to SM Spinning Mill (Ch 97+300 to 116+400 km). Deadline for Submission of Bids: 27 January 2022 14:00 hours and 14:30 hours (Bangladesh Standard Time)   1.             The Government of the People’s Republic of Bangladesh (the Borrower) has applied for financing from the Asian Development Bank (ADB) towards the cost of “ South Asia Subregional Economic Cooperation Dhaka–Sylhet Corridor Road Investment Project”. Part of this financing will be used for payments under the contracts named above. Bidding is open to qualified Bidders from eligible source countries of the ADB. 2.             The Roads and Highways Department (RHD), the Employer and the Implementing Agency, under Road Transport and Highways Division, Ministry of Road Transport and Bridges (MoRTB), the Executing Agency, invites sealed bids from eligible Bidders for LOT No. DS-5 and LOT No. DS-6 of Package No. WP3. Eligible Bidders can submit bids for one of the lots or both lots.    LOT No. DS-5 Part – 1: Construction Phase: Improvement of Dhaka- Sylhet National Highway (N2) into 4-Lane Highway with Service Lanes on Both Side from Sarail Intersection to Budhanti Bus Stand End (Ch 81+600 to 97+300 km). Which includes, but is not limited to the following works: •       Flexible Pavement works with Modified Bitumen •       Earthwork in Road Embankment and Slope Protection •       Rigid Pavement in Service Lanes, at Bus Bays & Rail Crossings •       Culverts – 11 Nos. •       Bridges- 11 Nos. •       Overpass-1 No. Misc.  works items of Sign Signal, Guide Post, Road Marking etc Part – 2: Maintenance Phase: Performance Based Maintenance of Improved Dhaka- Sylhet National Highway (N2) for 6 Years from Sarail Intersection to Budhanti Bus Stand End (Ch 81+600 to 97+300 km). LOT No. DS-6 Phase Improvement of Dhaka- Sylhet National Highway (N2) into 4-Lane Highway with Service Lanes on Both Side from Budhanti Bus Stand End to SM Spinning Mill (Ch 97+300 to 116+400 km).   Which includes, but is not limited to the following works: •       Flexible Pavement works with Modified Bitumen  •       Earthwork in Road Embankment and Slope Protection      Part – 2: Maintenance Phase:   Performance Based Maintenance of Improved Dhaka- Sylhet National Highway (N2) for 6 Years from Budhanti Bus Stand End to SM Spinning Mill (Ch 97+300 to 116+400 km). •       Rigid Pavement in Service Lanes, at Bus Bays & Rail Crossings •       Culverts – 25 Nos.  •       Bridges –  7  Nos.   Misc.  works items of Sign Signal, Guide Post, Road Marking etc   Completion time of the works from the commencement date for each LOT is 1460 days. Completion time for the Maintenance Phase works (Performance Based Maintenance works) from the end of defect notification period for each Lot is 2,190 days.  3.             Open Competitive Bidding (international advertisement) will be conducted in accordance with ADB’s Single-Stage: Two Envelope bidding procedure and is open to all Bidders from eligible countries as defined in Bidding Document.  4.             Only eligible Bidders with the following key qualification should participate in this bidding:      LOT No. DS-5 LOT No. DS-6 Average Annual Construction Turnover    The Bidder shall have minimum Average Annual Construction Turnover of USD 71 million for the contract calculated as total certified payments received for contracts in progress or completed within the last five (5) years. The Bidder shall have minimum Average Annual Construction Turnover of USD 61 million for the contract calculated as total certified payments received for contracts in progress or completed within the last five (5) years. Financial Resources Requirement of minimum amount of liquid assets of the Bidder shall be USD 9 million for the contract. Requirement of minimum amount of liquid assets of the Bidder shall be USD 8 million for the contract. Construction Experience Participated in at least one (1) Contract that has been successfully or substantially completed within the last seven (7) years and that is similar to the proposed highway standard road and structure works, where the value of the Bidder’s participation exceeds USD 114 Million for the contract. The similarity of the Bidder’s participation shall be based on the physical size, nature of works, complexity, methods, technology, or other characteristics as described in Section 6, Employer’s Requirements. The complete eligibility and qualification requirements are stipulated in Section 3: Evaluation and Qualification Criteria. Participated in at least one (1) Contract that has been successfully or substantially completed within the last seven (7) years and that is similar to the proposed highway standard road and structure works, where the value of the Bidder’s participation exceeds USD 98 Million for the contract. The similarity of the Bidder’s participation shall be based on the physical size, nature of works, complexity, methods, technology, or other characteristics as described in Section 6, Employer’s Requirements.
