REFERENCE NO.:  ET-FTA-211526-CS-QCBS The Federal Transport Authority (FTA) has received financing from the World Bank toward the cost of the Consultancy service for the Development of Construction Zone Safety Regulation, Legal Framework and Implementation Guideline for Ministry of Urban Development and Construction (MUDC), and intends to apply part of the proceeds for consulting services.  The consulting services (“the Services”) include: The broader objective of the service is to assure every employee a safe and healthy work environment as well as to minimize the potential negative impact of construction activities on the surrounding environment and natural resources and to make sure construction activities operate in a safe environment and within the limits stated in applicable legal permits. The assignment is lump sum contract and the duration 12 months.  The consultancy service shall have but not limited to the following activity: Develop a comprehensive, well informed, implementable, manageable,  sustainable and legally binding National Construction Safety, Health, And Environment Regulation and Legal Framework Together with Management Systems and Implementation Manuals that will be overseen  by the Ministry of Urban Development and Construction, Explore  the options for all construction activities to be insured and for the insurance industry also to engage in taking part in absorbing construction related risks, and Develop appropriate Information Management System for Health, Safety and Environmental (HSE) Management in Ethiopian Construction Industry. The Federal Transport Authority, on behalf of Ministry of Urban Development and Construction, invites eligible national government universities (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:  Core Business and years of experience in business (year of establishment for business) Specific experiences of the firm  related to the assignment, and Organizational structure and staffing The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers  January 2011 Revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.  Consultants may associate with other local government universities in the form of a joint venture or a sub-consultancy to enhance their qualifications.  A Consultant will be selected in accordance with the Quality & Cost Based Selection method set out in the Consultant Guidelines.
