Invitation for Bids Country: The Federal Democratic Republic of Ethiopia Name of Project: Transport Systems Improvement Project (TRANSIP) Credit No.: 5816- ET Contract Title: Procurement of Low Entry City Buses for Anbessa City Bus Service Enterprise (ACBSE) (100 Buses) Reference No.: ET-AARTB-222814-GO-RFB 1. The Government of the Federal Democratic Republic of Ethiopia has received a financing from the World Bank toward the cost of the Transport Systems Improvement Project (TRANSIP), and intends to apply part of the proceeds toward payments under the contract for Procurement of Low Entry City Buses for Anbessa City Bus Service Enterprise (ACBSE) (100 Buses). 2. The Addis Ababa City Roads Authority (AACRA) serves as the implementing agency for the project and now invites sealed bids from eligible bidders for Procurement of 100 low entry city buses with a delivering location of Addis Ababa, Ethiopia. The Bidding Document require bidders to have the following minimum qualifications: (A)    If Bidder is Manufacturer:        (i)     Financial Capability       The Bidder shall furnish documentary evidence that it meets the following financial requirement(s): Historical Financial Performance: Submission of audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last 5 (five) years to demonstrate the current soundness of the Bidder’s financial position. A minimum average annual turnover of USD 20 (Twenty) Million calculated as total payments received by the Bidder for contracts completed or under execution over the last 5 (five) years. Bidder must have positive net profit over each of the last 5 (five) years period. Working capital and any credit lines at present is greater than total of payable current debts.      (ii)     Experience and Technical Capacity             The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):          a) General Experience: a minimum of 10 (ten) years of overall experience in bus manufacturing          b) Specific Experience: The Bidder should have successfully provided and implemented at least 3 (three) contracts each of which valued at 15 (fifteen) Million USD or more and are with similar nature with the buses proposed to be supplied in the bid in the last 5 (five) years. The Bidder should have a minimum of 7 (seven) years of experience in low entry city bus manufacturing The Bidder shall demonstrate that the buses proposed to be supplied in the bid have been in production and operation for the last 5 (five) years       (iii)    Documentary Evidence The Bidder shall furnish documentary evidence and performance reports to demonstrate that the Goods it offers meet the performance requirements stated in Section VII (Schedule of Requirements) of the bidding document for the different parts of the buses such as the engine and chassis. Bidders are also required to provide evidence and performance reports on availability and delivery of spare parts for buses supplied to Purchasers operating in cities with similar conditions to Addis Ababa, such as cities in Sub-Sahara African countries.  (B)   If Bidder is not manufacturer: If a Bidder is not a manufacturer, but is offering the Goods on behalf of the Manufacturer under Manufacturer's Authorization Form (Section IV, Bidding Forms), the Manufacturer shall demonstrate the above qualifications (A)(i), (A)(ii), (A)(iii) and the Bidder shall demonstrate the above qualifications (A)(i) and the first requirement under (A)(ii)(b). 3. Bidding will be conducted through the International Competitive Bidding (ICB) procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers  edition of January 2011 and July 2014 Revision (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest. 4. Interested eligible Bidders may obtain further information from Addis Ababa City Roads Authority (AACRA) and inspect the bidding documents at the address given below from 8:30 a.m. to 12:30 p.m. and 1:30 p.m. to 5:30 p.m. local time from Monday to Thursday, and from 8:30 a.m. to 11:30 a.m. and 1:30 p.m. to 5:30 p.m. local time on Friday at the address given below. 5. A complete set of bidding documents in English Language may be purchased by interested Bidders on submission of a written application to the address below and upon payment of a non-refundable fee of USD 100.00 (US Dollar One Hundred) or ETB 4,000.00 (Ethiopian Birr Four Thousand).  The method of payment will be in cash, bank certified check or telegraphic transfer to the Purchaser’s Bank Account in the Commercial Bank of Ethiopia-Sar Bet Branch through Account No. 1000009607734. The document will be delivered by hand. 6. Bids must be delivered to the address below on or before August 24, 2021 at 2:30 PM. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on August 24, 2021 at 3:00 PM.   7. All bids must be accompanied by a Bid Security of USD 200,000.00 (US Dollar Two Hundred Thousand) or equivalent amount in any freely convertible currency or local currency (Ethiopian Birr); and it should be valid for 168 days from the latest deadline for the submission of bids. 8.
