FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA ETHIOPIAN ROADS AUTHORITY SPECIFIC PROCUREMENT NOTICE           REQUEST FOR EXPRESSIONS OF INTEREST FOR INDIVIDUAL CONSULTANCY SERVICES For Social Safeguards and Safety Risk Management Country: Federal Democratic Republic of Ethiopia Name of Project: Road Sector Support Project (RSSP) Loan/Credit No.:  5371-ET Reference No.: ET-ERA-238141-CS-INDV The Government of Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Road Sector Support Project (RSSP) initiative, and intends to apply part of the proceeds for Consultancy Services for Technical Assistance for Social Safeguards and Safety Risk Management. The consulting services (“the Services”) include strengthening capacity of ERA in Social Safeguards and Safety Risk Management (SRM) and improving social sustainability of road projects. The consultancy covers all structures of ERA involved directly or indirectly in the SRM system including the Environmental, Social and Occupational Safety Directorate and the ERA Training Institution. International best practices will be shared and assistance in developing benchmark for strengthening SRM in ERA will be developed. The entire assignment is expected to be completed within a period of 24 (Twenty Four) months after contract signing. The Ethiopian Roads Authority now invites eligible  professionals to indicate their interest in providing the Services. Interested professionals should provide information demonstrating that they have the required qualifications and relevant experience to perform the Service. The following criteria will be used to assess the Expression of Interest; Education: A minimum of MSc/MPH in Sociology, Social work, Economics, Development studies, Social Anthropology and other relevant fields of social sciences.        General Experience: At least ten (10) years of experience in the implementation of project social issues preferably with World Bank, and other Donor’s funded projects. Adequacy for the assignment: At least 4 years of experience in management of involuntary resettlement and compensation, developing and implementing income generation/livelihood restoration programs and community development programs. At least 3 years of experience working with World Bank safeguards policies and instruments or with similar standards and policies of other multilateral development institutions. Working experience in sub-Saharan Africa countries in for at least 2 road construction projects. At least 2 years of experience working with different computer software’s that helps for tracking information, data management and evaluation of projects. (OHS related applications, SPSS etc…). At least 2 years of experience as Team Leader and involving in manual/guidelines and other technical document Preparation. Communication skills: Have a very good communication skills (Writing, Reading, Listening and Speaking) in English. The Selection process of the individual Consultants is as per Section 5 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World bank Borrowers, (January 2011, Revised July 2014) (“Consultant Guidelines”).
