Description

 

Background

Based on the Global Fund Board’s decision in November 2016 on the allocation of resources for the 2017-2019 allocation period, Malaysia has been allocated US$4,031,592 for HIV and building resilient and sustainable systems for health. The 2017-2019 allocation amount is dependent on meeting co-financing requirements, and 30% of Malaysia’s allocation will be made available upon additional co-financing commitments. To access the allocation amount, funding requests must be developed through inclusive and evidence-informed country dialogue and be based on national disease strategies and health plans. The funding request should reflect additional domestic investment towards building resilient and sustainable systems for health, including investments in Malaysia’s HIV disease program. Cross-cutting resilient and sustainable systems for health investments can be included in any funding request or submitted as a stand-alone funding request. A joint application including two or more disease components and systems investments is strongly encouraged. The average cross-cutting systems investment in Global Fund grants for countries is around 9.3% of countries at similar level as Malaysia.

The funding request should consider the below components:

HIV/AIDS and coinfections:

  • Differentiated strategies: scaling up innovative service delivery models for screening, testing, treatment and care to meet patient needs and reduce costs
  • Health service quality: amplifying best practice in patient-centered quality improvement
  • Integration: driving improvements in integrated approaches to adolescent health and TB/HIV

Resilient and sustainable systems for health

  • Data: improving availability, quality, timeliness and use to improve programs and outcomes
  • Community engagement: enabling local level feedback and adaptation to improve service quality and responsiveness
  • Procurement and supply chain: transforming country systems to improve capacity, responsiveness and efficiency
  • Human resources for health: catalyzing critical improvements in the productivity, quality, motivation, retention and distribution of the health workforce
  • Service delivery platforms: leveraging reproductive, maternal, newborn, child and adolescent health platforms to integrate high quality prevention, testing and treatment services
  • Leadership: political will, governance, stewardship and partnerships
  • Procurement and supply chain: transforming country systems to improve capacity, responsiveness and efficiency

Purpose/Specific Objective of the Activity

Write a prioritized and costed funding allocation request for the Malaysian AIDS council and stakeholders

Description of activities to be carried out

Activities 1: Preparations of stakeholder meetings

1.1: Consultant shall review prior implementation plans and reports from Global Fund’s interaction with national HIV programmes stakeholders such as the Malaysian AIDS council and the Ministry of Health

1.2: The consultant will prepare a list of questions to stakeholders to prepare funding request

1.3:  First detailed outline of areas to be covered by the funding request.

Activities 2: Draft funding allocation request

2.1.: Consultant will use the feedback to prepare the draft funding request in consultation with national stakeholders, WHO and development partners. 

2.2.: Submit the draft to Malaysian AIDS council and WHO for circulation with stakeholders and development partners

Additivity 3: Final funding allocation request

3.1.: Incorporate feedback by national stakeholders, WHO and partners

3.2: Final funding allocation request submitted to Malaysia AIDS Council and WHO

Method(s) to carry out the activity

As per item 3

Description of the tasks/process involved in carrying out the activity

Education

Degree in health sciences, social sciences or equivalent. A master of public health is an asset.

Experience

At least 5 years of experience in health systems strengthening and domestic financing for disease programmes and the related processes

At least 5 years of experience in HIV and STI prevention and management, experience in working with key populations with significant field experience in Asian countries including the Western Pacific Region

Experience in writing grant applications in particular to the Global  Fund

Skills
Excellent writing skills

Language
Proficient in English

We expect a description of the method of working with the local stakeholders, time lines, a budget with unit cost and total cost for the work with daily fees, cost for travel in economy (most direct and economic route such as excursion fee) and cost for accommodation,  meals and local transportation; please email them to: [email protected]  by 15 October 2017.  

The task is expected to commence by 13 November 2017 and ends on 30 March 2018.
