REQUEST FOR EXPRESSION OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) UGANDA ROADS AND BRIDGES IN THE REFUGEE HOSTING DISTRICTS PROJECT PROJECT ID: P171339 GRANT NO.: D720 UG-UNRA-193036-CS-QCBS Procurement Reference No. UNRA/SRVCS/20-21/00115 ASSIGNMENT TITLE: CONSULTANCY SERVICES FOR CARRYING OUT PERIODIC MONITORING AND EVALUATION SERVICES AND ROAD USER SATISFACTION SURVEYS OF THE ROADS AND BRIDGES PROJECT The Government of the Republic of Uganda has received a grant of US$130.8 million from the World Bank towards the cost of supporting its Refugee Resettlement Programme, and intends to apply part of the proceeds for Consulting Services for  Carrying out Periodic Monitoring and Evaluation Services and Road User Satisfaction Surveys of the Roads and Bridges Project. The Consulting Services (“the Services”) to be provided include i) developing and implementing an efficient Monitoring and Evaluation System for the project; (ii) assisting UNRA in reviewing the Project’s M & E needs, establishing the necessary practical procedures and measures in order to operationalize the agreed upon M & E plan across the project and across the project duration. The Implementation period of the assignment is 48 Calendar months and is expected to commence in December 2021. The detailed Terms of Reference (TOR) for the assignment can be accessed at   www.unra.go.ug. The Uganda National Roads Authority now invites eligible Consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide sufficient information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria for the firm’s capability and experience are: A minimum of ten (10) years of core business as a Consultant in carrying out Periodic Monitoring and Evaluation Services and Road User Satisfaction Surveys for road Upgrading project of 70 Kms and above; Submit the firm’s organogram to demonstrate the firm’s technical and managerial capability; Experience for successful completion of at least three (3) similar assignments of similar scope, nature and within similar environments as is found in low-income countries in the last ten (10) years; Experience for successful execution of similar projects funded by Development Partners such as the World Bank; Presence of appropriate skills among staff in the area of Civil Engineering, Highway Design Engineering, Transport Planning as well as Monitoring and Evaluation (please do not submit CVs and biodata of experts at this stage). The attention of interested Consultants is drawn to Section III, Paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2020 (Procurement in Investment Project Financing: Goods, Works, Non-consulting and Consulting Services), setting forth the World Bank’s policy on Conflict of Interest.    Consultants may associate with other firms to enhance their qualifications in the form of Joint Venture and/or Lead/Sub-consultancy. Consultants shall indicate whether the association is a Joint Venture and/or Sub-consultancy. In the case of a Joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the  Quality and Cost-based Selection (QCBS)  method set out in the World Bank’s Procurement Regulations for IPF Borrowers July 2016 revised November 2020.
