The project road falls under Farrukhabad, Mainpuri and Etawah District of Uttar Pradesh. The civil works will be executed under Engineering Procurement Contract (EPC) duly agreed to between MoRTH and the World Bank.   3.       The consulting services (“the Services”) include the following in respect of the assignment stated above; (a)     to provide the Project Implementation Unit / Nodal Officer with grass-root skills and capacity for field activity in the implementation of the Resettlement Action Plan; (b)     to ensure that Project Affected Persons obtain their full entitlements under the Resettlement Action Plan. Where options are available, the firm shall provide advice to Project Affected Persons on the relative benefits of each option and link them to the respective employment and housing programme; and (c)      to assist the Project Affected Persons  in  the  redressal  of  grievances through monitoring and evaluation of implementation of RAP.   The Services are expected to be around 24 months duration. Exact duration of Services will be indicated in RFP.   4        MoRTH hereinafter called the “Client” invites proposals for Consultancy Services for implementation of the Resettlement Action Plan (RAP) for “Rehabilitation and Upgradation to 2-lane with paved shoulders configuration of Bewar to Near Karri Village (Km 0.000 to Km 30.000) & Near Karri Village to Etawah (Km 30.000 to Km 57.346) section of NH-92 and Bewar to Allahganj (Km 0.000 to Km 52.770) Section of NH-730C in the state of Uttar Pradesh under Green National Highways Corridor Project (GNHCP) with the loan assistance of World Bank on EPC mode” eligible consulting firms and Non-Government Organization (NGOs) to indicate their interest in providing the Services. Interested consulting firms must provide the following information in the format given in Annexure I:   a) Name, Address, Telephone & Facsimile No. and e-mail id of the consulting firm b)The structure and organization of the consulting firm including year of registration c) Annual Turnover of the consulting firm during last three financial years   d)List of the similar assignments involving projects of similar nature that have been completed/undertaken in the last five calendar years in any mode of delivery such as item rate, Engineering Procurement Construction (EPC), Build, Operate and Transfer (BOT) and variants thereof   e) Information in respect of technical experts/personnel employed/available with the consulting firm.   f)Availability of infrastructure including Information Technology (IT) capabilities in the consulting firm   5.       The short listing criteria are: i)     Annual turnover (updated average of last 3 years) of the firm should be equal to or more than Rs. 50.00 lacs. ii)     The firm should have been operational during last 5 years. iii)     The firm should have carried out at least 1 similar assignment in last 5 years. iv)       The firm should have worked in the project region/area or a similar area during last 3 years for a minimum period of 3 months. v)     The firm should not be debarred by the World Bank. vi)    The experience claimed by the bidder in case of operation and maintenance works only, will not be considered for evaluation purpose.   Note:- Marking  will be done on relative basis considering equal weightages for above first four criteria and top eight consultant will be shortlisted as per World Bank  Procurement Regulations.   6.     The shortlisting of Consultants will be done as per paragraph 7.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” [July 2016, revised November 2017, July 2018 and Nov 2020.] (“Procurement Regulations”), which can be found at the following website: www.worldbank.org.   7.       The attention of interested Consultants is drawn to paragraph 3.14 of the World Bank’s “Procurement Regulations for IPF Borrowers” [July 2016, revised November 2017, July 2018 and Nov 2020.] (“Procurement Regulations”), which can be found at the following website: www.worldbank.org, setting forth the World Bank’s policy on conflict of interest.7. Interested consulting firms may refer to E-TENDERING INSTRUCTIONS TO APPLICANTS at Annexure II to this document to obtain further information. 8.       MoRTH now invites Request for Expressions of Interest (REOI) from reputed National/International consulting firm as a sole or as a joint venture/association with other consulting firm to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services in the format specified in Annexure-I.   9.       REOI is available online at e-tendering portal https://eprocure.gov.in/cppp/  from 07.06.2021 to 06.07.2021 (up to 11.00 hours IST) for viewing/downloading free of cost.   10.     To participate in the e-tendering process, a Consultant is required to enroll on the e-Procurement module of the Central Public Procurement Portal (URL: https://eprocure.gov.in/cppp/) by clicking on the link “ Online bidder Enrolment ” on the CPP Portal which is free of charge. Upon enrolment, the bidders will be required to register their valid Digital Signature Certificate (Class III Certificates with signing & Encryption key usage) issued by any Certifying Authority recognized by CCA India (e.g. Sify /(n)Code / e-Mudhra etc.), with their profile.
