The Government of Uttar Pradesh, through Govt. of India has received financing from the World Bank amount of US$ 330 million toward the cost of the Uttar Pradesh Core Road Network Development Project and it intends to apply part of the proceeds to payments for consulting services. 2. The Governor of Uttar Pradesh, through the Chief Engineer, Externally Aided Projects, UPPWD, Lucknow, India invites proposal from Individual Consultant (IC) for the Consultancy Services for Road Asset Management System support to the UPPWD under Uttar Pradesh Core Road Network Development Program. 3. The objective of these individual consultancy service is to provide technical advisory support to the UPPWD’s RAMS Division to augment its evolving internal capacity and parallelly, to undertake a deep dive diagnostic of the existing platform/systems/tools and procedures. 4. The Chief Engineer, World Bank Projects (Roads), Uttar Pradesh Public Works Department now invites eligible Individual Consultants to indicate their interest in providing the Services. In view of physically and mentally demanding nature of work requiring continuous involvement, experts having age less than 60 years will only be eligible to participate. Individual Consultant’s skills, qualifications, knowledge and experience are critical to the performance of the Services under the Contract. The Proposal shall be evaluated based on the following criteria:- Education (Graduate in Civil Engineer with masters in Highway / Transportation Engineer / Transportation Planner)- 15% Total Experience (Minimum 20 years work experience)-15% Minimum working experience on at least two comparable Road Asset Management System (RAMS) development / implementation assignments.-20% Must have worked on large (at least 50,000 KMs) road networks and should have managed, development and delivery of at least two such projects.-20% Must have extensive domestic experience in planning, designing, managing, advocating for and in facilitation of related training, capacity-building and institutional initiatives including on WB/ADB or similar donor projects in asset management.-15% Must have worked on preparation of Annual / Multi-Year Work Program and should have used HDM-4 extensively.-15% 6.The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  7.
