The Government of Barbados (GOB) through the National Petroleum Corporation (NPC) as Executing Agency has received financing (hereinafter called “funds”) from the Inter-American Development Bank (hereinafter called “the Bank”) toward the cost of the Deployment of Cleaner Fuels and Renewable Energies in Barbados Project. The GOB intends to apply part of the proceeds of the funds to eligible payments under the Contract for which this Request for Expression of Interest is issued. A portion of the Loan resources will be used to upgrade approximately 12.5 kilometers of Natural Gas (NG) infrastructure to ensure NG service continuity along the following sections of roads: Infrastructural Replacement of 9,784 feet (3 km) of natural gas cast iron main and the changeover of 120 live service connections within the tributary roads from Rendezvous, Christ Church to the Chamberlain Bridge (Independence Arch) in Bridgetown, St. Michael. Infrastructural Replacement of 12,260 feet (3.7 km) of natural gas cast iron main and the changeover of 225 live service connections from Dover, Christ Church to Worthing Main Road, Christ Church and its tributary roads. Infrastructural Replacement of 15,555 feet (4.74 km) of natural gas cast iron main and the changeover of 260 live service connections from Chamberlain Bridge (Independence Arch), Bridgetown, St. Michael to The Mighty Grynner Highway, St, Michael (excluding Lakes Folly, St. Michael) Infrastructural Replacement of 3,491 feet (1.06 km) of natural gas cast iron main and the changeover of 100 live service connections from Belle to Flint Hall, St. Michael via My Lord’s Hill, St. Michael. It is anticipated that more than one site will be in operation at any given time. The Consulting Firm will be required to provide the following services at minimum: The effective Project Management and supervision of the Infrastructural works, applying best engineering and professional standards/practices to ensure quality and avert cost overruns; Stakeholder Consultations and recommendations for the management of stakeholder interests and communication throughout the project; The submission of various reports such as: Indexed, Inception, Monthly Progress, Weekly Site, Environmental and Social Compliance, etc.; An assessment of the physical condition of all worksites post-construction; The preparation of Legal Base Plans (As-built drawings) for all of the replacement works to be carried out, including geo-referencing of the new infrastructure (mains, fittings and appurtenances; and Prepare and submit preliminary and construction detail drawings or sketches according to the requirements and the specifications provided by the Technical Department of the NPC. These drawings are to work in tandem with specifications used to guide the installation or placing of the pipes. The tentative duration of this assignment is 15.5 months commencing approximately in September 2021. In this regard, the NPC now invites eligible consulting firms to submit their Expressions of Interest with respect to providing the referenced consultancy services. Interested consulting firms must provide the following documentation/information to establish or to illustrate their competence in the performance of the services required: General background of the consulting firm; Evidence to show general experience in Consultancy services over the last five (5) years and specifically, experience in consultancy services of a similar nature (overseeing works of this nature and producing as-built drawings) over the last three (3) years, with at least two (2) references from clients who have received these services. The reference information must contain full contact details for each reference inclusive of names, addresses and phone numbers; and Availa bility of the relevant qualified staff supported by curriculum vitae and a responsibility matrix. The short list shall comprise firms with a wide geographic spread, not fewer than five (5) and not more than eight (8) eligible firms. Consultants will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method of the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-15 and the opportunity  open to all eligible bidders as defined in these policies. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. For the purpose of establishing the short list, the nationality of a firm is that of the country in which it is legally incorporated or constituted and in the case of Joint Venture, the nationality of the firm appointed to represent it. The composition of the Consulting Firm must reflect at a minimum: Project Manager- Degree in Civil Engineering and certification in Project Management with at least five (5) years’ experience in the management of Oil and Gas Infrastructure projects and/or donor funded infrastructure projects. Construction Manager- Degree in Construction Management or Civil Engineering and at least five (5) years’ experience in managing projects of this nature. Project Engineer- Degree in Civil Engineering and certification in Project Management with at least five (5) years’ experience in the management of Oil and Gas Infrastructure projects and/or donor funded infrastructure projects.          Quantity Surveyor- Degree in Quantity Surveying or equivalent certification and at least five (5) years’ experience working on projects of this nature. Field Inspectors- Diploma in Civil Engineering or at least five (5) years proven experience in Civil Engineering Works with two (2) years’ experience supervising in the oil and gas industry. In assessing submissions, consideration will be given to technical experience in projects of similar scope; technical specialization; competence in English; the availability of skills among staff; and existing commitments. All Corporate Applicants should include with their application a copy of the company’s Certificate of Incorporation as evidence that the company is an existing registered company as at the date of application. The Certificate must be in the name of the applicant. Local applicants are advised that the Certificate of Incorporation referred to above means a Certificate of Incorporation issued under the 1985 Companies Act of Barbados or where applicable a Certificate of Amendment. Certificates must be dated after December 31, 1984. Where the Certificate of Incorporation has not been submitted at the date of the submission, the applicant will be given a maximum of one (1) week to meet this obligation. Failure to submit the Certificate of Incorporation within the extended period would render the application void. Any firm incorporated outside of Barbados which is awarded a contract, will be required to be registered in Barbados as an External company under the ‘Companies Act of Barbados’ CAP. 308, found at https://www.investbarbados.org/legislations/companies-act-cap-308/ prior to the commencement of the contract. Applicants should be aware that the Labour Clauses (Public Contracts) Act Cap.349 shall, in so far as is applicable to the tenderer, apply to any contract made in respect of the tender.
