REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) Grenada Caribbean Regional Air Transport Connectivity Project (CATCOP) Credit No.: 6642-GD Assignment Title: Consulting service for the design and supervision of storage facility Reference No.: GD-MOIID- 215609-CS-QCBS The Government of Grenada has received financing from the World Bank toward the cost of the Caribbean Regional Air Transport Connectivity Project (CATCOP) and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include the design and implementation supervision services for a resilient air cargo facility with appropriate cold storage, processing, and X-ray screening capability, and the supply/installation support services for an X-ray Scanner. Design services are anticipated to commence in 2021 with implementation supervision services terminating in 2023. The estimated level of effort will be 26 professional staff-months over the life of the project, ensuring full consistency with the TOR referred to in this REOI. The Ministry of Infrastructure Development, Public Utilities, Energy, Transport, and Implementation now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: 1) ability and experience in providing a multi-disciplinary team to facilitate traffic forecasting, conceptual planning, detailed architectural and engineering designs of a resilient air cargo facility with appropriate cold storage, processing, and X-ray screening capability in compliance with local and international standards, 2) ability and experience in providing procurement support services for air cargo facility construction and equipment supply and installation, 3) ability and experience in providing supervision services for air cargo facility construction and equipment supply and installation, 4) excellent understanding of ICAO’s aerodrome design standards and recommendations 5) at least 15 years of demonstrated experience in leading multi-disciplinary airport infrastructure assignments, 6) prior experience working on World Bank financed projects would be an asset. Key Experts will not be evaluated at the shortlisting stage.The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017, and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: consultants need to be aware that there may be conflict of interest between the main objectives of this assignment and the implementation phase (for example construction services and the supply of equipment and materials), as per paragraph 3.17b of the Procurement Regulation. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
