                THE GOVERNMENT OF THE REPUBLIC OF MALAWI     MINISTRY OF FORESTRY AND NATURAL RESOURCES     REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRM SELECTION)     COUNTRY: Malawi     NAME OF PROJECT: MALAWI WATERSHED SERVICES IMPROVEMENT PROJECT (MWASIP): P161392     Loan No. /Credit No.: IDA-D5860   Assignment Title: Consultancy services to carry out a Feasibility studies and preparation of detailed designs, and construction supervision and establishment of institutional arrangement for operation and management of 10 (Ten)multipurpose dams and associated conveyance Structures   Reference No. MW-MOAIWD-189997-CS-QCBS     Issue date:  9th December, 2020   The Government of the Republic of Malawi has applied for financing from the International Development Association toward the cost of Malawi Watershed Services Improvement Project (MWASIP) and it intends to apply part of the proceeds for consulting services.   The Consultancy services to carry out 1) feasibility assessment, detailed engineering design and preparation of tender documents, 2) provide engineering supervision and quality control service during the construction works, 3) establish community based operation and management arrangements of 10 (Ten) multipurpose dams and associated conveyance structures. The consultancy services will be undertaken in the following project districts; Ntcheu (upper Lisungwi catchment), Neno (upper Wamkulumadzi catchment), Blantyre (Blantyre/Kapichira catchment), Zomba and Machinga (Chingale catchment) and Balaka and Mangochi Districts.   The assignment is expected to require an estimated staff input of 100 person-days spread over 36 months (12 months for feasibility studies and detailed designs and additional 24 months for supervision of construction).     The detailed Terms of Reference (TORs) for this assignment information can be obtained at the address below. The Secretary to the Ministry of Forestry and Natural Resources now invites eligible consulting Individuals only (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are:   Core business of the firm(s) and years in business Relevant experience, which should specifically include the below: Experience in carrying out feasibility studies, preparation and reviewing designs for dams, irrigation, water supply or related infrastructure Experience in the preparation of detailed tender or bidding documents for Works. Experience providing construction supervision for dams, irrigation, water supply or related infrastructure   Experience in the establishment of community based operation and management arrangements for dams Experience in preparation and supervision of Environmental Social Impact Assessment (ESIA) and Environmental and Social Management Plans (ESMP)   Technical and managerial capability of the firm (Provide only the structure of the organization, general qualifications, and number of key staff. Do not provide CV of the staff). Key Experts will not be evaluated at the short-listing stage.   The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.    Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy.
