In line with its Country Programme Document for the period 2018-2022, the United Nations Development Programme in Jordan supports activities to address poverty and inequality; achieve resilience and inclusion, by supporting initiatives that foster an enabling environment for livelihoods and job creation, especially among vulnerable youth, women, and host communities in crisis-affected areas. These activities include the emergency employment, skills development, and microbusinesses and employment facilitation. These aim to design and apply resilience-based development solutions for local economic recovery and enabling equitable access to financial solutions to ensure no one is left behind in Jordan.
In February 2016, the Government of Jordan launched the Jordan Compact to support Jordan’s growth while maintaining its resilience and economic stability by highlighting the below three interlinked pillars:
With the development of the Compact, Jordan envisaged that a large number of jobs to both Jordanians and Syrian refugees. However, although Ministry of Labor issued more than 108,000 work permits to Syrian refugees as of July 2018, it is estimated that more than 300,000 Syrians work in the informal economy. Thus, UNDP continues supporting the Government of Jordan through the project “Support to Prevention of Violent Extremism and Social stabilization in Jordan,” with an aim to strengthen the institutional capacity of Ministry of Labor on the management of work permits application. Particularly, the current economic situation and labor related issues need to be assessed and reviewed so that the Ministry of Labor can have an up-to-date information of the status and the existing bottlenecks to achieve the goals indicated in the Jordan Compact. Further, the current employment situation in the informal sector should be researched to update the previous assessment undertaken in 2010, before the Syrian crisis started. By drawing policy recommendations and/or guidance notes on the key economic- and employment-related principles, better and decent work conditions for both Jordanians and Syrian refugees will be ensured.
