Specific Procurement Notice Request for Bids Goods (One-Envelope Bidding Process) Country: Republic of Uzbekistan Name of Project: District Heating Energy Efficiency Project Contract Title: Tools for operation, equipment and special equipment Loan No./Credit No./ Grant No.: IDA Credit No.6173-UZ RFB Reference No.: ICB-DH-14-ALL The Government of Uzbekistan has received a loan from the International Development Association (IDA) towards the cost of the project “District Heating Energy Efficiency Project” and intends to apply part of the proceeds toward payments under the contracts for procurement of tools for operation, equipment and special equipment Project Implementation Unit, on behalf of Production Enterprise Chirchik “Issiqlik Energiyasi”, Chirchik, JSC “Buharaenergomarkaz”, Bukhara, State Unitary Enterprise “Issiklik Manbai”, Samarkand, State Unitary Enterprise “Issiqlik Manbayi”, Andijan region, State Unitary Enterprise “Toshkent issiqlik markazi”, Tashkent and State Unitary Enterprise “Tashteploenergo”, Tashkent, now invites sealed Bids from eligible Bidders for supply of tools for operation, equipment and special equipment. The Contracts are implemented on the territory of mentioned organizations in the Republic of Uzbekistan. This Contract includes the supply of mentioned tools and equipment in accordance with the Schedule of Requirements. The margin of preference is applicable. Bidders may Bid for one or several contracts, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so provided those discounts are included in the Letter of Bid. Competitive Bidding will be conducted within the framework of international competitive bidding procedures as specified in the World Bank Guidelines: “Guidelines for Procurement of Goods, Works, and Non-Consulting Services by World Bank Borrowers on IBRD Loans and IDA Credits and Grants”, January 2011. (hereafter “Procurement Guidelines”) and is open to all eligible bidders as defined in the Procurement Guidelines. See also paragraphs 1.6 and 1.7 for World Bank policy on conflicts of interest.
