TASK BASED INFORMATICS PROFESSIONAL SERVICES (TBIPS)

Organization Name: The Department of Foreign Affairs, Trade and Development Canada (DFATD) (also known as Global Affairs Canada (GAC))

Anticipated Start Date: Upon contract award (April 1, 2022)

Estimated level of effort: 130 days per year for the initial year and the first option period. Option period two is estimated at 70 days.

Contract Duration: One (1) year, plus two (2) one-year irrevocable options allowing Canada to extend the term of the contract.

Tendering Procedure: Selective Tendering

This requirement is open only to those TBIPS Supply Arrangement Holders who qualified under Tier 1 for services for the following category:

One (1) Level 3 P.9 Project Manager

Only selected TBIPS SA Holders currently holding a TBIPS SA for Tier 1 under the EN578-170432 series of SAs are invited to compete. SA Holders may not submit a bid in response to this bid solicitation unless they have been invited to do so. However, should an uninvited SA Holder wish to be invited, it may contact the Contracting Authority to request an invitation at any time prior to five (5) business days before the published bid closing date, and an invitation will be made to that SA Holder unless it would not be consistent with the efficient operation of the procurement system. In no circumstance will such an invitation require Canada to extend a bid closing date. The following SA Holders have been initially invited to bid on this requirement. Where additional invitations are made during the bid solicitation process, it may be that they are not reflected in a solicitation amendment:

Description of Work:

Global Affairs Canada (GAC) requires the services of a Contractor to support with the following activities: To provide guidance, expertise and recommendations on the SAP system process workflows and their recordings. Complete business processes are to be documented and aligned with the current Finance and Administration System (FAS) enabled capacities and SAP standards so that more streamlined processes can be used within the department.

The Business processes that will be documented must support a full end to end procurement supply chain. Materiel Management, Shipping and Receiving, Mail and Distribution Management and Financial Management objectives as well as related tasks are to be integrated. Each step must be represented by a transaction, capturing the relevant data. Automated reconciliation and reporting capacities for all the mentioned disciplines must be the main focus within the exercise.

The work is currently being performed by Excel Human Resources under contract (value $39,956.80).
