  Invitation for Bids Date: 27 October 2021 Grant No. and Title: G0569-TAJ: Central Asia Regional Economic Cooperation Corridors 2, 5, and 6 (Dushanbe–Kurgonteppa) Road Project – Additional Financing Contract No. and Title: NCB/CP-07/2021: Dushanbe-Kulob Road Safety Improvements (km 36 and km 99) Deadline for Submission of Bids: 30 November 2021, 10:00 hours (Dushanbe time)  1.    The Republic of Tajikistan has received financing from the Asian Development Bank (ADB) toward the cost of Central Asia Regional Economic Cooperation Corridors 2, 5, and 6 (Dushanbe–Kurgonteppa) Road Project – Additional Financing, and it intends to apply part of the proceeds of this financing to payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.  2.    The Ministry of Transport of the Republic of Tajikistan (“the Employer”) invites sealed bids from eligible Bidders for the construction and completion of Dushanbe-Kulob Road Safety Improvements Works (km 36 and km 99) (“the Works”).       3.    Open competitive bidding (national advertisement) will be conducted in accordance with ADB’s Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document.  4.    Only eligible Bidders with the following key qualifications should participate in this bidding:  ●     Current soundness of the Bidder’s financial position; as a minimum, the Bidder's net worth for the last year should be positive. ●     Minimum Average Annual Construction Turnover within the last three (3) years: USD 4,700,000. ●     The Bidder must demonstrate that its financial resources less its financial obligations for its current contract commitments meet or exceed the total requirement for the Subject Contract of not less than USD 712,000. ●     Participation as a contractor, Joint Venture partner, or Subcontractor in at least one (1) contract completed within the last five (5) years: USD 1,875,000. ●     Construction experience:  o    Common Excavation of at least 185,000 m 3 for the last five (5) years o Rock excavation of at least 165,000 m 3 for the last five (5) years o Asphalt pavement of at least 55,000 m 2 for the last five (5) years o     Retaining walls construction (gabions, cement masonry or concrete) is not less than 150 m for the last five (5) years o    Supply and Installation of at least 1,300 meters’ street lighting for the last five (5) years  This document summarizes only a part of the requirements for information to the potential Bidders.
