Mission and Installation Contracting Command (MICC) Fort Hood is issuing a SOLICITATION for an Invitation for Bids (IFB) firm fixed price construction contract to perform road rehabilitation on “North Clarke Road C Reconstruction” from the intersection with W Tank Destroyer Boulevard at south to the Portland Cement Concrete (PCC) tank crossing near the intersection with Turkey Run Road at North, Fort Hood Texas. The purpose of this project is to perform road rehabilitation as included but not limited to: the demolition and disposal of the existing asphaltic concrete pavement, excavate to construct a new road structure consisting of a new 3 in. Surface Course Type “C” of Hot- Mix Asphaltic Concrete (HMAC) over a 4 in. Type “B” HMAC Base Course over a 12 in. Aggregate Base Course. Additional traffic signs, Thermoplastic reflective pavement markings & symbols with reflectorized pavement markers (RPMs) are to be installed within the project’s limits. This segment of Clarke Road will not include the development of a bike lane. This acquisition is 100% Total Small Business set aside under NAICS 237310 (Size Standard $39.5 Million). The magnitude of the procurement is estimated to be between $1,000,000 and $5,000,000.

The purpose of this project is to perform road rehabilitation on “North Clarke Road C Reconstruction” from the intersection with W Tank Destroyer Boulevard at south to the Portland Cement Concrete (PCC) tank crossing near the intersection with Turkey Run Road at North, Fort Hood Texas which includes various pavement repairs included but not limited to; the demolition and disposal of the existing asphaltic concrete pavement, excavate to construct a new road structure consisting of a new 3 in. Surface Course Type “C” of Hot- Mix Asphaltic Concrete (HMAC) over a 4 in. Type “B” HMAC Base Course over a 12 in. Aggregate Base Course. Additional traffic signs, Thermoplastic reflective pavement markings & symbols with reflectorized pavement markers (RPMs) are to be installed within the project’s limits. This segment of Clarke Road will not include the development of a bike lane. Also included is miscellaneous site work to support the facility and meet code requirements. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, TX. The Wage Determination: General Decision Number: TX20210007 01/01/2021, Superseded General Decision Number: TX20200007; State: Texas; Construction Type: Heavy and Highway County: Bell County in Texas, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price but shall not exceed $3 million. Performance and payment bonds must equal 100 percent of the original contract price. An organized site visit will be conducted for this procurement on February 11, 2021 at 10:00 A.M. CST. Details of that site visit will be available in the solicitation.

Bid opening will be conducted on March 4, 2021 at 2:00 P.M. CST please refer to the Solicitation for additional details. Contract performance completion will be 210 days after contract award. The technical exhibits will be available for inspection without charge thru the Government wide Point of Entry (betaSAM https://beta.SAM.gov/). No paper copies of this solicitation are available.
