Section III: Legal, economic, financial and technical information

III.1)Conditions for participation
III.1.1)Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers
List and brief description of conditions:

Requirement: tenderers must have their affairs in order with respect to the payment of tax, payroll tax and value added tax (VAT).

Documentation requirement: tax certificate, not older than six months calculated from the deadline for submitting a request for participation. A tax certificate is defined as:

For Norwegian tenderers:

Tax and VAT certificate issued by the tax office via Altinn.

For foreign tenderers:

Foreign tenderers must submit equivalent certificates from their own country that show that they have orderly conditions in relation to the payment of tax and duties. If the authorities in the relevant country do not issue such certificates, the tenderer should submit a declaration stating that all taxes and duties have been paid. The declaration shall be approved and signed by the contractor's financial director/person responsible for finance.

Requirement: tenderers must be a legally established company.

Documentation requirement: Norwegian tenderers:

Company registration certificate.

Foreign tenderers:

Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

III.1.2)Economic and financial standing
List and brief description of selection criteria:

Requirement: tenderers must have the adequate economic and financial capacity to carry out the assignment.

Documentation requirement: solidity assessment from an acknowledged credit appraisal agency. The assessment shall be based on the most recent known accounting figures.

The key figures in the accounts must be presented together with an assessment of the tenderer's payment history.

Or

Annual accounts for the last 2 years. These must contain notes, the board's report and auditor's report.

Other documentation that the contracting authority deem adequate will also be allowed.

III.1.3)Technical and professional ability
List and brief description of selection criteria:

Requirement: environmental management: tenderers must have an environmental management system.

Documentation requirement: Alternative 1: If a tenderer is certified for environmental management by third party verified systems, (ISO 14001, EMAS, Environmental Lighthouse, or equivalent), this will be sufficient to document fulfilment of the requirement.

Alternative 2: a description of the tenderer's routines for environmental management.

Requirement: quality assurance: tenderers must have satisfactory quality assurance procedures.

Documentation requirement: documentation must be given in one of the following ways:

Alternative 1: Description of the company's procedures regarding quality management, with emphasis on quality assurance, resource management, management responsibility and continuous improvement.

Alternative 2: If the tenderer has ISO 9001 certification or equivalent standards, it will be satisfactory to present a copy of the valid certificate.

Requirement: tenderers must have experience with the execution of equivalent deliveries.

Documentation requirement: a list with an overview of equivalent deliveries in the last 5 years. The list must as a minimum contain:

— the name of the customer;

— the contract value and scope;

— the date of the contract;

— brief description of the assignment.
