NRK will establish a dynamic purchasing system — DPS, for the purchase of consultancy services ‘ICT recruitment assistance’.

NRK Marienlyst.

The contracting authority's areas include operative IT, production and publication systems and strategic IT, as well as services for digital platforms such as NRK.no NRK TV/Radio NRK Super, NRK P3 and Yr, on different internet, TV and mobile platforms. The contracting authority wants assistance within the following areas:

— creation of notice texts and announcement of positions vacant;

— promotion of positions vacant in relevant channels;

— administrative processing of applications, candidates (hereunder feedback to candidates after interviews/tests) and interviews;

— design of comprehensive recruitment processes with a focus that stretches from interview technique to tests, professional quality assurance to team composition, and recruitment of teams in a comprehensive perspective;

— research and gathering of candidates. The contracting authority wants assistance in recruiting for roles that include, but are not limited to, developer (frontend, backend, mobile) operations/devops, data scientist, system specialists, team leaders, group leaders. The contracting authority does not want to set aside the general responsibility for recruitment, but wants cooperating partners who can be active sparring partners, where we ourselves are actively involved throughout the hiring process.

4.2 Organisational requirements

Qualification requirements

Tenderers must have their tax, employer contribution and value added tax (VAT) payments in order.

4.3 The tenderer’s organisational and legal position

Qualification requirements

Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

4.4 The tenderer's economic and financial capacity

Qualification requirements

The tenderer must have sufficient economic and financial capacity to be able to fulfil the delivery obligations.

The economy is evaluated on the basis of an overall assessment based on the following parameters: profit level (preferably above 5 %), liquidity ratio (preferably above 1), solidity (preferably above 20 %) and debt ratio (preferably below 5).

Appendix 3: Income Statement and Balance Sheet for the last 2 completed financial years (with auditor's report), and any current accounts for newer periods that are not complete.

Appendix 4. Credit rating based on the last known fiscal figures. The rating must be carried out by a credit rating company with a license to conduct this service. This evaluation must not be more than 3 months old from the application deadline, and must be based on the last approved accounts and give information about credit worthiness and the degree of bankruptcy risk (bankruptcy prediction).

If the tenderer has justifiable reasons to not present the documentation that the contracting authority requires, a guarantee from a parent company can be presented fulfilling relevant qualification requirements, or other alternative documentation in the form of a statement from the auditor or finance institution that is satisfactory in order to fulfil the documentation requirement.

4.5 Technical and professional qualifications

Qualification requirements

Tenderers must have extremely good professional and consultancy competence related to the services and assignments included in the procurement, and on this basis staff client/competence teams that will be available to NRK.

NRK is the country's leading media company. Relevant means experience from contracting authorities with equivalent complexity in recruitment of personnel as listed in point 1.2.1.

Documentation Requirement

Appendix 5: A description must be provided of the primary relevant deliveries in the last three (3) years for connected to equivalent contracts included in the procurement ref. point 1.2.1. We request a minimum of three (3) to a maximum of five (5) references in total for the individual tenderers.

The references shall, at a minimum be described with the following information:

The client's name

The customer's contact information; name, position, e-mail address and telephone number

A brief description of the assignment, role and description of the end result/goal achievement.

References may be contacted and inspected.
