  Invitation for Bids Date: 17 June 2021 Loan/Grant No. and Title: 3918-BAN(COL): COVID-19 Response Emergency Assistance Project Contract No. and Title: Package No. W-01: Isolation Centers and Critical Care Units in 17 Medical College Hospitals (Lot 14: Construction of Civil & Internal Electrification Work at Cumilla Medical College Hospital, Cumilla) Deadline for Submission of Bids: 6 July 2021; 11:30 hours [Bangladesh Standard Time (GMT+6 hours)] 1.    The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) toward the cost of COVID-19 Response Emergency Assistance Project, and it intends to apply part of the proceeds of this loan for payments under the contract named above. This contract will be jointly financed by ADB and the People’s Republic of Bangladesh. The eligibility rules and procedures of the ADB’s Procurement Regulations will govern the bidding process. Bidding is open to bidders from eligible source countries of the ADB.   2.    The Public Works Department (PWD, the “Purchaser”) invites tenders from eligible bidders/tenderers/contractors for the Construction of Civil & Internal Electrification Work at Cumilla Medical College Hospital (the “Works in the electronic Tender Document (e-TD) document as summarized below):  Package No. Lot No. Description of Items Quantity (Nos. in Total) Delivery period W-01 Lot 14 Construction of Civil & Internal Electrification Work at Cumilla Medical College Hospital, Cumilla 50 bed Isolation Unit & 10 bed ICU/CCU 90 days 3.    Open Competitive Bidding (National Advertisement) will be conducted in accordance with ADB’s Single-Stage: One Envelope bidding procedure through the national electronic Government Procurement (e-GP) portal of Bangladesh (https://www.eprocure.gov.bd/) and is open to all bidders from eligible source countries as described in the Bidding Document.   4.    Only eligible Bidders with the following key qualifications should participate in this bidding:  Minimum Level of Construction Experience: ●     The minimum number of years of general experience of the Tenderer in the construction works as Prime Contractor or Sub-contractor or Management Contractor shall be five (5) years (years counting backward from the date of publication of IFT in the newspaper). ●     The minimum specific experience as a Prime Contractor or Subcontractor or Management Contractor in construction works of at least one (1) contract of similar nature, complexity and methods/construction technology successfully completed within the last five (5) years, with a value of at least Tk.5,500,000 (fifty-five lac). Years to be counted backward from the date of publication of IFT  Minimum Level of Financial Capacity: ●     The required average annual construction turnover shall be greater than Tk17,000,000 (one crore seventy lac) over the last five (5) years (years to be counted backward from the date of publication of IFT in the newspaper). For the calculation of construction turnover, only payment certificates will be taken into account. In case of Joint Venture (JV), the sharing of percentage must have to be mentioned in the respective deed or in the payment certificates. “To qualify for multiple contract awards to be implemented by the same contractor over an overlapping time-period, tenderer shall meet the aggregated requirement of ITT 16.1(a)and ITT 16.1(b).”   Liquid Assets: ●     The minimum amount of liquid assets or working capital or credit facilities of the Tenderer shall be Tk8,000,000 (eighty lac). Details of eligibility and qualification criteria have been completely described in the e-TD available in the national e-GP portal: www.eprocure.gov.bd, e-Tender ID: 581432.  5.    To obtain the e-TD and participate in the e-tendering, eligible bidders/contractors are required to be registered in e-GP system complying with requirements and procedures described in website (https://www.eprocure.gov.bd/NewUserRegistrationLoginDetails.jsp). For clarification regarding the tender, interested bidders/contractors may e-mail to the Purchaser at [email protected]:  6.    The fees for downloading the e-TD from the e-GP portal, and the tender security as mentioned in the documents have to be deposited online through any branch of the banks registered in the eGP system.   7.    Tenders must be submitted in the e-GP system on or before 11:30 Hours BST on 6 July 2021. No hard copy submission will be allowed. All tenders must be accompanied by documentation as stated in the e-TD.
