Bids which do not offer the complete quantities within a lot may be rejected as incomplete. Bidders may bid for one or more lots and discounts offered for the award of multiple lots will be taken into consideration in bid evaluation. 3.      Bidding will be conducted through National Competitive procurement method using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in November 2017 and August 2018, November 2020 “Procurement Regulations”, and is open to all eligible Bidders as defined in the Procurement Regulations. 4.      Interested eligible Bidders may obtain further information from the Procurement Unit, Ministry of Local Government, Decentralisation and Rural Development (MLGDRD and inspect the bidding document during office hours 09.00 to 17.00 hours at address (1) given below. 5.      The bidding documents in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of GH¢500.00 or in a convertible currency. The method of payment will be by cash. 6.      All Bidders must additionally attach to their bids evidence that they have: (a) registered within the Republic of Ghana; (b) valid tax clearance certificate; (c) valid Social Security & National Insurance certificate; and (d) valid VAT certificate. (e)Proof of being registered on the Public Procurement                                                       Authority website.   7.      Bids must be delivered to the address below (1) on or before 10.00 a.m. Wednesday, 21st July, 2021. Electronic Bidding will not be permitted. Late Bids will be rejected.
