Request for Expression of Interest (Services  of  Individual Consultant)   Belarus Higher Education Modernization Project Loan No. 9056-BY   Coordinator-Consultant for the to-be-established National Education Quality Assurance Agency of the Republic of Belarus   Assignment: Services of the Coordinator-Consultant in the sphere of “Provision of services related to the advisory support for the establishment and enhancement of the substantive and functional content of National Quality Assurance Agency (hereinafter referred to as the “Agency”) and provision of pre-accession assistance for the Agency to join the European Network for Quality Assurance in Higher Education (hereinafter referred to as the “ENQA”)”.   Consulting services include, but are not limited to: Provision of advisory support in developing local documents of the Agency (Regulations on Structural Divisions, Collegial Bodies, service instructions for employees). Provision of advisory support in developing local documents of the Agency (management structure, mechanisms of the internal Agency operations quality assurance system, etc.). Provision of advisory support in developing Guidelines. Provision of advisory support in developing a subject list of training events (workshops, conferences, round tables, etc.) relating to the major issues of the external quality assurance in education, including updated procedures, and also requirements for arranging and holding training events. Provision of advisory support in arranging and holding (inclusive of online) teaching events (workshops, conferences, round tables, etc.) on major issues of external quality assurance, including updated procedures. Provision of advisory support in developing Plans of study visits and practical training. Provision of advisory support, including informational and institutional support, in implementing Plans of study visits and practical training. Provision of advisory support in piloting an innovative approach to the quality assurance in education based on coordination of actions of the Parties concerned. Provision of advisory support in developing methodological recommendations on preparing for self-evaluation (self-examination) of the Agency, writing a report to be submitted to the ENQA, undergoing an external evaluation by the ENQA employees and experts. Provision of advisory support in conducting self-evaluation (self-examination) of the Agency, preparing a report for the ENQA for undergoing an external evaluation by the ENQA employees and experts. Provision of advisory support in preparing accompanying documents for applying for the Agency membership in the ENQA, preparing accompanying documents for the Agency registration in the European Quality Assurance Register  for Higher Education (hereinafter referred to as the “EQAR”). Maintenance and reporting of records. Upon completion of a stage within 10 calendar days of a month following a month of the stage completion, the Coordinator-Consultant should submit a report to the Education Quality Assurance Department  under the Ministry of  Education of the Republic of Belarus (hereinafter referred to as the “ Department”) by e-mailing it to [email protected] from the time of establishment of the Agency, and the second copy is to be e-mailed to the Agency (the e-mail address will be provided later). The Coordinator-Consultant will perform his/her activities subject to the work schedule agreed upon with the Department from signing the Contract and in accordance with the timeline for provision of services. It is expected that the task is to be executed over the period from September 2021 to December 2024. The Department for Implementation of Investment Projects of the National Institute of Education invites prospective eligible consultants to express their interest in providing the above-mentioned services by submitting the “Expression of Interest”. The interested consultants should provide the information supporting the availability of the required expertise and experience for rendering the requested services. The consultants are to be selected based on an open competitive process of selection of individual consultants as stipulated in the Procurement Regulations for World Bank IFP Borrowers (July 2016.
