Description

1. Objectives and Scope

UNOPS has initiated a process of design for a new eight-year security and justice reform programme in Somalia, and seeks to engage appropriately qualified and committed firms/organisations to partner in its delivery. This new programme (working title: SSJP II) recognises the critical role that improved security and justice outcomes, delivered through approaches that enable informed and inclusive dialogue and negotiation, have in establishing the foundations to lasting peace and political settlements in Somalia. The total anticipated budget available for the programme is estimated to be at least USD 100 Million covering a duration of eight years. The programme expects to work initially in 2-3 urban and peri-urban communities in South West State and Jubaland, with the option to expand to other Federal Member States (FMSs) and/or to Somaliland in outer years, as additional funding becomes available.

 

2. Expected Procurement Components

UNOPS is looking for firms/organisations to partner in delivering the following key functions of the SSJP II programme:

2.1 Provision of Monitoring, Evaluation, Research and Learning Services;

2.2 Provision of Technical Assistance Services;

2.3 Provision of Programme Implementation Services.

 

3. Special Procurement Conditions and Additional Information

UNOPS invites suppliers with global experience and capable of providing the Programme Implementation Services indicated under 2.3 above to submit their Expression of Interest (EOI).

In order to be considered as a potential supplier, interested enterprises should submit their EOI including the information required in the Returnable Forms attached herein.

The EOI and accompanying documents must be received by UNOPS no later than 23 June 2021 on the address below.

EOIs can be sent by email (max. 10mb) to the contact person below. Please indicate Ref. No.: EOI/2021/SSJP2/003 on all submissions.

This Request for Expression of Interest process does not constitute a solicitation. UNOPS reserves the right to change or cancel the requirement at any time during the EOI and/or solicitation process. UNOPS also reserves the right to require compliance with additional conditions as and when issuing the final solicitation documents. Submitting a reply to a request for expression of interest does not automatically guarantee receipt of the solicitation documents when issued. Invitations to bid or requests for proposals and any subsequent purchase order or contract will be issued in accordance with the rules and procedures of UNOPS.
