Specific Procurement Notice Request for Bids Plant Design, Supply and Installation (Without Prequalification)   Employer: Municipal Utility Unitary Enterprise “Soligorskvodokanal” Project: Utility Efficiency and Quality Improvement Project Contract title: Reconstruction of Soligorsk Wastewater Treatment Plant. 1 Stage. Country: Republic of Belarus Loan No. 8965–BY RFB No: UEQIP/RFB/2020-13 Issued on: October 30, 2020   1.        The Republic of Belarus has received financing from the World Bank toward the cost of the Utility Efficiency and Quality Improvement Project, and intends to apply part of the proceeds toward payments under the contract for « Reconstruction of Soligorsk Wastewater Treatment Plant. 1 Stage”. 2.        The State Enterprise “BELCOMTEHINVEST” now invites sealed Bids from eligible Bidders for: development of the Detailed Design on the basis of the reconstruction of Soligorsk wastewater treatment plant option specified in the feasibility study in accordance with the basic technical solutions proposed in the Conceptual Design, Design task and permits and performance of the required engineering (geological and geodetic) surveys followed by passing of the required experts examinations in accordance with the procedure established by law; supply and installation, including performance of all construction and installation works for the facilities in accordance with the developed Detailed Design; performance of necessary tests and the plant and systems pre-commissioning; preparation and transfer to the Customer of as-built documents for the works performed; commissioning of the facilities in accordance with the procedure established by law.   The facilities to be reconstructed are located 3.6 km west of the boundary of Soligorsk near the village of Dubey, Soligorsk district,  Minsk region. The period of development of the Detailed Design of the Facilities (including the period for receipt of the positive conclusion of the state experts’ authority) shall not exceed twelve (12) months.  The Time for Completion of the whole of the Facilities shall be twenty seven (27) months. 3.        Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” «Procurement in Investment Project Financing. Goods, Works, Non-Consulting and Consulting Services» July 2016 (revised November 2017 and August 2018) (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations. 4.        Interested eligible Bidders may obtain further information from the State Enterprise “BELCOMTEHINVEST” and inspect the bidding document from 8:30a.m. to 16:00p.m. on regular business days at the address given below. 5.        The bidding document in English and Russian may be obtained by interested eligible Bidders starting from   November 5, 2020 upon the submission of a written application to the address below. The document will be sent by E-mail to the address stated in the application or a Bidder’s representative may collect it from State Enterprise “BELCOMTEHINVEST” at the address below onto their electronic media from 8:30a.m. to 16:00p.m. on the regular business days. 6.        Bids must be delivered not later than at 11:00 (Minsk time) December 22, 2020 to the address given below. Electronic Bids will be permitted. Late Bids will be rejected.
