REQUEST FOR EXPRESSION OF INTEREST CONSULTING SERVICES Country: GUYANA Name of Project: REFORMULATION OF THE ROAD NETWORK, UPGRADE AND EXPANSION PROGRAM- Adequate Housing and Urban Accessibility Program Loan Number: GY-L1031 Type of Consultancy: FIRM Reference no.: AHUAP/2021/CO1 Brief Description: Digitization of the Beneficiary Selection Processes for Subsidies at Central Housing and Planning Authority – Guyana The Co-Operative Republic of Guyana, Central Housing & Planning Authority has received a loan from the Inter-American Development Bank toward the cost of the Reformulation of the Road Network, Upgrade and Expansion Program: Adequate Housing and Urban Accessibility Program and intends to apply part of the proceeds for consulting services. The consulting services (“the services”) focuses on improving the efficiency of processes within CH&PA by providing a tool for the selection, monitoring and evaluation of the beneficiary selection process for Public Housing Programmes. The consultancy will concentrate in the Core Home and Home Improvement beneficiary identification, selection, allocation and supervision processes, through the Central Housing and Planning Authority (CHPA). The Objective of this consultancy is to develop an open-source technological solution compatible with web and / or mobile environments (iOS and Android), with a management and analysis system supporting the Adequate Housing and Urban Accessibility Programme. The Central Housing & Planning Authority now invites eligible consulting firms (herein after called “Consultants”) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The following should be included in the APPLICATION: 1. Cover Letter 2. Brief Background of the Firm which should reflect whether the firm has undertaken similar assignments. Short list shall comprise six (6) firms with a wide geographic spread, with no more than two firms from any one country. Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN – 2350- 9 and is open to all eligible bidders as defined in the policies. Consulting Firms may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. For the purpose of establishing the short list, the nationality of a firm is that of the country in which it is legally incorporated or constituted and in the case of a joint venture, the nationality of the firm appointed to represent it. A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Policies.
