Site visit is not mandatory, however the bidder or (his/her) authorized representative is highly encouraged to visit and investigate the site, to obtain all information that may be necessary for the preparation of the offer. The cost of visiting the site shall be at the bidder’s own expense. Failure to investigate the site shall not relieve the bidder from responsibility for his/her estimation of the offer price.
