BACKGROUND

The UNDP Decentralisation and Local Development Support Programme (DLDSP) provides support to the Government of Jordan to effectively manage and guide the implementation of decentralisation reform through the application of the Decentralisation and Municipalities laws of 2015. The DLDSP operates through the Local Development Directorate (LDD) at the Ministry of Interior (MOI) and through its corresponding LDD at the Ministry of Municipal Affairs (MOMA). It functions under the guidance of the Inter-Ministerial Committee (IMC) for Decentralisation and its Executive Committee and its sub-committees. The DLDSP is funded by the European Union.

The DLDSP seeks to achieve three results:

1-                The policy/ regulatory framework pertaining to Decentralisation has been adopted;

2-                Capacities of the Governorate-based structures in strategic planning, budget analysis and monitoring are strengthened;

3-                Participatory development plans have been properly elaborated in Governorates through strengthened dialogue with Non-State Actors and increased citizen’s participation (including identification of local productive projects to be established).

The Decentralisation process in Jordan is implemented in line with Law 49/2015 on Decentralisation and Law 41/2015 on Municipalities.

The DLDSP is mandated to provide a support to amend and regulate the Law 49/2015 and Law 41/2015 by providing a technical assistance to the Legislations Committee under the supervision of the Executive Committee. In addition to a survey and collection of relevant legislations was carried out:

Tier 1: Legislation directly covering work of governorate councils and municipal councils.

Tier 2: Legislations indirectly relevant to work of governorate councils and municipal councils.

Tier 3: Legislations on central sectors with field services. This phase includes a comprehensive survey of the relevant legislation; i.e. laws, bylaws or instructions.

Objective

To finalize and review the socio-economic databases that will be integrated and deployed on the TANMIA tool in order to contribute to the implementation of the integrated planning system comprising governorates and municipalities LDDs, LDUs, elected councils (governorate and municipal), executive councils and CSOs in three selected governorates: Irbid, Balqa and Aqaba.  

Scope of Work

The DLDSP started its first step of the strategic planning process in the three selected governorates (Irbid, Al Balqa and Aqaba) and its eight municipalities

Within the scope of work of this assignment, the expert will be engaged in the process of finalizing the creation of the socio-economic development database by producingwith approximately 420 socio-economic indicators at the municipal and governorate levels in line with the international and national standards. It will also derive the Sustainable Development Goals’ (SDGs) targets and indicators from the social-economic database in a separate database with its monitoring and evaluation system at municipal levels. The expert’s scope of work will be focused on the following:

1. Coordinate with National Partners (DOS, ministries, public institutions, and CBOs/ NGOs) and DLDSP to finalize the variationsof the 420 indicators at the national, governorate and municipalities levels.

2. Coordinate with selected eight municipalities to finalize the varies of municipal services indicators.

3. Cooperate with sectoral directorates (executive councils) in the selected governorates to review their administrative data records and analyze data and information in line with required indicators.

4. Review and finalize the indicator calculation formulas for each development sector

5. Provide suitable mechanisms to use service information on maps at municipal level using GIS based on each population units as part of database at municipal and governorate level.

6. Issue official and national data and inform local databases (municipal and governorate level), particularly TANMIA Tool (IT platform for local strategic management).
