Tender Details

Transport for NSW is inviting suitably qualified and experienced Professional Service Contractor (PSC) to undertake slope risk analyses for 895 slopes (in 7 packages) across three cities within Transport for NSW (TfNSW) Greater Sydney.

This advertisement invites the submission of a tender from any organisation that meets the minimum participation requirements.

Transport for NSW maintain a slope risk management program with the overall objective to reduce the risk of slope instability to road users.  The main component of this process is the slope risk analysis and the allocation of an Assessed Risk Level (ARL) which is as measure of risk.  The ARL is then used as a prioritisation tool to identify higher risk slopes for management and/or remediation.  The slope risk analysis aspect is a major component of the TfNSW slope risk management program with ongoing risk assessment work for new slopes and continued periodic re-assessment of existing slopes.

Policy changes within TfNSW in July 2019 have resulted in a revision of the re-assessment requirements for slope risk analyses.  Prior to this policy change, only higher and medium risk slopes (ARL1 to ARL3) required periodic re-rating to confirm any changes to the level of risk.  Due to the low risk nature of ARL4 and ARL5 slopes, no slope risk re-ratings were specified for this category.

The revised policy now includes ARL4 and ARL5 slopes for re-rating which has resulted in a significant increase in the number of slopes that require re-rating on an annual basis and has led to a large number of ARL4 slopes that are now due for re-assessment.

The work is to be carried out in accordance with the TfNSW "Guide to Slope Risk Analysis" Version 4.0 (the Guide).  This guide provides a systematic means of assessing risk for potential slope instability within the Sydney road network. It interfaces with the TfNSW Road Slope Management System (RSMS) Database.

In addition to the slope risk analysis component, the Professional Service Contractor is also required to provide traffic management and supervision services.

The Contractor general obligations include but are not limited to:

Providing a skilled team, which will work collaboratively with Transport, councils, and key stakeholders to deliver contract works in line with agreed documentations and programme requirements.

To successful participate in the tender process for the Project, organisations:

  1. Must be on the TfNSW Technical Services Registration Scheme in the category: Slope Risk Assessment
  2. Pre-tender meeting is mandatory and please send email to [email protected] to participate.
  3. Pre-Tender Meeting Date & Time – 10th March 2022 @ 01:00 PM.

Without any obligation to do so, where the integrity of the tender process is not compromised, Transport may determine (in its absolute discretion) that it is appropriate to consider a late tender submission.
