The standstill period, which is required to be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.

Within the UK, where the Utilities Contracts Regulations 2016 (SI 2016 No. 274) apply, provision is made for an economic operator that suffers, or risks suffering, loss or damage attributable to a breach of duty under the regulations to bring proceedings in the High Court (England, Wales and Northern Ireland). Where the Utilities Contracts (Scotland) Regulations 2016 (SSI 2016 No. 49) apply, provision is made for an economic operator that suffers, or risks suffering, loss or damage attributable to a breach of duty under the regulations to bring proceedings in the Sheriff Court or the Court of Session.
