Background. Since 22 May 2020, the Government of Mozambique is implementing the Inclusive Agri-food Value Chain Development Programme – PROCAVA (project nr. 2000001981), co-financed by the International Fund for International Development (IFAD) (loan nr. 2000003236 and grant nr. 2000003237). The Programme will support development of five (5) value chains (Horticulture, Cassava, Red Meat, Legumes and Poultry), in seventy-five (75) districts of Mozambique, targeting 180,500 households in rural areas, mainly smallholder farmers (50% women and 30% youth), during an implementation period of ten (10) years. The programme is implemented by the Ministry of Agriculture and Rural Development (MADER), with the Agriculture Development Fund (FDA) acting as the implementing agency through a National Programme Management Unit (NPMU) based at its headquarters in Maputo as well as Regional Programme Management Units (RPMUs) based at FDA Delegations in Gaza, Manica and Nampula provinces and the Provincial Programme Management Unit in Niassa. The Programme’s goal is to Contribute to Poverty Reduction, Improved Food and Nutrition Security and Resilient Livelihoods for Inclusive Rural Transformation. The Development Objective is to Increase Net Incomes from Climate-Resilient Agri-Food Value Chains by Rural Women, Men and Youth. PROCAVA’s focus will be on addressing the factors identified as limiting the effective functioning of the target value chains. As to ensure the assessment of programme goals and objectives, the Government and IFAD have agreed on the development three surveys/ evaluations including: (a) the baseline survey (year 1); (a) mid-term evaluation (year 5) and (c) a final/ completion evaluation (year 10). While the baseline survey will establish the benchmarks for programme evaluations, the other assessments will capture outcomes at project beneficiaries (households, rural enterprises, farmers organizations and other value chain actors) and compare them with the baseline figures for both beneficiaries and non-beneficiaries, and therefore derive programme results and impacts.
