INVITATION FOR BIDS OF PROCUREMENT OF PLANT DESIGN, SUPPLY, AND INSTALLATION, METRO MANILA FLOOD MANAGEMENT PROJECT, PHASE I, UPGRADING OF LABASAN PUMPING STATION,  Tipas-Napindan, Taguig City   Date: March 10, 2021 Loan No: IBRD Loan No. 8784-PH and AIIB Loan No. 000023-1-PHL                    PH-DPWH-81902-CW-RFB   The Government of the Republic of the Philippines (GoP) has received a Loan from the World Bank (WB) and Asian Infrastructure Investment Bank (AIIB) in various currencies towards the cost of Metro Manila Flood Management Project, Phase I.  It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for Metro Manila Flood Management Project, Phase I, Upgrading of Labasan Pumping Station, Tipas-Napindan, Taguig City.   The contract will include provision of three pumps (each with 3.0 cms capacity), motor control systems, generators, trash rakes, and other auxiliary installations.  Bidders can propose pumps of their choice that fulfill the operational requirements and can be placed in an existing pump house.  Evaluation will be conducted according to life-cycle cost procedures.         Bidding will be conducted through single-stage National Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011 revised July 2014  (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines.  In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest. The Department of Public Works and Highways now invites sealed bids from eligible bidders, including manufacturers, suppliers, and contractors, for the construction and completion of major Goods items (Pumps, Motor Control System and Generators).   Interested eligible bidders may obtain further information from and inspect the bidding documents at the Procurement Service, Goods and Services Division, Room 502-B, 5th Floor, DPWH Bldg., Bonifacio Drive, Port Area, Manila, Tel. No. (02) 5304-3302, Facsimile No. (02) 5304-3307, email address: [email protected], copied to [email protected].   A complete set of bidding documents may be secured free of charge by interested bidders upon submission of a written application (email, fax, etc.) to the above.  Upon receipt of the request a full set of the documents and other relevant information will be sent to the applicant or it can be downloaded from the following websites: www.dpwh.gov.ph or www.philgeps.gov.ph.      A site visit will be conducted at 10:00 AM (Philippine time) while the Pre-bid Conference will follow at 2:00 PM on March 24, 2021 through live streaming.  Bids must be delivered to the above office on or before 10:00 AM (Philippine time) on April 21, 2021 and must be accompanied by a Bid Security in the amount of Php8.00M.
