REQUEST FOR EXPRESSION OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) UGANDA ROADS AND BRIDGES IN THE REFUGEE HOSTING DISTRICTS/ KOBOKO-YUMBE-MOYO ROAD CORRIDOR PROJECT. PROJECT ID: P171339 GRANT NO.: D720 Procurement Reference No. UNRA/SRVCS/2020-2021/00047 ASSIGNMENT TITLE: CONSULTANCY SERVICES FOR MANAGING RISKS ASSOCIATED WITH GENDER BASED VIOLENCE (GBV) / SEXUAL EXPLOITATION AND ABUSE (SEA) ON KOBOKO-YUMBE-MOYO ROAD UPGRADING PROJECT (KYM). Procurement Reference No. UNRA/SRVCS/2020-2021/00047 The Government of the Republic of Uganda represented by the Uganda National Roads Authority has received a grant of US$130.8 million from the World Bank towards the cost of supporting the Roads and Bridges in  Refugee Hosting Districts/Koboko-Yumbe - Moyo road Corridor Project, and intends to apply part of the proceeds to payment of Consulting Services to be procured under this project to the  Consultancy Services for Managing Risks Associated with Gender Based Violence (GBV) / Sexual Exploitation and Abuse (SEA).   The Consultant (nominated service provider) will have the overall responsibility of designing and implementing a program for the protection of communities (both host communities and refugees) including support to project workers to mitigate risks of GBV/SEA. This will include prevention and response services for the target population at risk consisting of women, girls, children and project workers. The detailed Terms of Reference (TOR) for the assignment can be accessed at   www.unra.go.ug. The Uganda National Roads Authority now invites eligible Consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide sufficient information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria for the firm’s capability and experience are: At least ten (10) years’ experience in the design and implementation of GBV/SEA and VAC prevention and response programs including methodologies that combine community mobilization, livelihood support, business development, financial literacy and linkages to existing credit and saving schemes targeting women and girls at risk of GBV and enhancing safe spaces for peer support, empowerment and learning using evidence based approaches such as the SASA and ELA models; The consultant must demonstrate that they have successfully implemented at least two similar assignments with tasks or components on conducting community mobilization campaign to influence change in social norms and behaviors that generate and perpetuate VAC and GBV, supporting economic empowerment of women and girls including vocational training, life skills and gender transformative training.. The consultant can demonstrate the experience in the required areas based on the same assignments or from different assignments as long as for each area the Consultant demonstrates two previous assignments. The consultant must have at least three (3) years experience of working with refugees in a refugee-host community. The consultant must demonstrate that the firm has staff with skills in community engagement and sensitization, development of communication strategies and materials, behavioral change communication skills, training in life skills, GBV/SEA handling/management,  skills in supporting  GBV/VAC survivors, working with populations in crises especially refugees and experience on  monitoring and evaluation. Previous experience of at least three (3) years working and addressing GBV/VAC in infrastructures projects. Previous experience of at least three (3) years working and addressing GBV/VAC in World Bank funded projects or Multi-Lateral Development Banks funded projects. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2020 (Procurement in Investment Project Financing: Goods, Works, Non-consulting and Consulting Services), setting forth the World Bank’s policy on Conflict of Interest.    Consultants may associate with other firms to enhance their qualifications in the form of Joint Venture and/or Lead/Sub-consultancy. Consultants shall indicate whether the association is a Joint Venture and/or Sub-consultancy. In the case of a Joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the  Quality and Cost-based Selection (QCBS)  method set out in the World Bank’s Procurement Regulations for IPF Borrowers July 2016 revised November 2020.
