The aim of the market dialogue is to acquire knowledge of what is available in the market, the market's thoughts on future systems and how the market can contribute to fulfil our vision 'One Inhabitant — One Health Service'.

The health services are always changing and must be adapted to ongoing and expected society developments. The health and welfare sector in Norway is facing major resource challenges due to an increasing number of service recipients and reduced available labour. Digitalisation is a suitable policy to limit these resource challenges.

The contracting authority has, together with the other central Norwegian municipalities, an option for the health platform. The option has not been taken up. The contracting authority would like to obtain a solid and comparable decision basis to assess whether or not the option should be taken up. The market dialogue is part of this work.
