The Government of the Socialist Republic of Vietnam has received financing from the International Bank for Reconstruction and Development (IBRD) towards the cost of Vinh Phuc Flood Risk and Water Management Project. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract of CW06- Equipment Supply, Installation and Construction of Nguyet Duc Pumping Station. 2. The Vinh Phuc Foreign Concessional Loans Project Management Office (VPMO) invites sealed bids from eligible Bidders for the construction and completion of the Contract of Equipment Supply, Installation and Construction of Nguyet Duc Pumping Station (“Plant”). International Competitive Bidding (ICB) will be conducted in accordance with the World Bank’s Single Stage Bidding Procedure. The bidding package is briefly described below and has a construction period of 30 months. Constructing Nguyet Duc drainage pumping station with a flow Q=80 m³/s, including 08 vertical pump groups, each pumping group with a flow q = 10.0 m3/s; construction of discharge culverts across the Red River Dyke with a flow Q=80 m³/s: Dimension of sluice: n × (B × H) = 3 × (4.5 × 4.5) (m); Low voltage electrical system 6kV and 0.4kV; Medium voltage power line 35kV and substation supplying power to pumping stations. 3. International Competitive Bidding (ICB) will be conducted in accordance with the World Bank’s Single Stage Bidding Procedure specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Conssulting services under IBRD Loans and IDA Credits and Grants by Wworld Bank Borrowers dated January 2011, revised July 2014 (“Procurement Guidelines”) and is open to all Bidders from eligible source countries as defined in the Guidelines. 4. Only eligible bidders who meet the following key competency criteria should bid: Construction Experience Requirements: Participating as main contractor, consortium member, general contractor or subcontractor completed or basically completed from 01/01/2014 to prior to the time of bid closing with a minimum number of contracts. Similar contracts are: at least one (01) contract for construction, supply and installation of pumping station equipment with a total flow of ≥ 40m³/s, with main items including: suction tank, tank discharge, station house, discharge culvert, supply and inhouse power system of the plant, in which, the participation value of the contractor is at least USD 16.3 million (in words: Sixteen point three million United States Dollars) or VND 373 billion (in words: three hundred, seventy three billion Vietnam Dong). Average Annual Construction Turnover: Minimum average annual construction turnover of USD 1 4 million (in words: fourteen million United States Dollars) or VND 320 billion (in words: Three hundred, twenty billion Vietnam Dong), calculated as the sum of confirmed payments for contracts in progress or completed, in within the last 03 (three) years (2018, 2019 and 2020). Financial resource: Bidders must demonstrate access, or availability of liquid assets, lines of credit, or other financial resources (other than any contractual advance payments) to meet the Bidder’s financial resources requirement as follows: (i) The financial resource requirement for this contract is: USD 3,1 million (in words: three point one million Dollar United States) or VND 71 billion (in words: Seventy-one billion Vietnam Dong); and (ii) Financial resources for other current contractual commitments. Criteria on contractor qualifications will be described in more detail in the Bidding Documents. 5. Given the currently imposed travel restrictions due to impacts of COVID-19, the Employer will organize an online visit to construction site in Nguyet Duc pumping station at 09:30 AM, September 15th, 2021 and an online pre-bid conference at 02:30 PM, September 15th, 2021 (which is broadcasted at the address: Vinh Phuc Foreign Concessional Loans Project Management Office (No.38 Nguyen Trai Str., Dong Da Ward, Vinh Yen City, Vinh Phuc Province). Details of the virtual site visit and online pre-bid conference will be notified to all interested Bidders that purchased Bidding Documents two (02) days in advance. 7. Bidders who are eligible and interested in this contract may purchase a complete set of Bidding Documents in English by applying to purchase bidding documents by either one of the following options: a) obtain the hardcopy Bidding Document at the contact address listed below and paying a non-refundable fee of VND 3,000,000 (Three million VND) in cash or by bank transfer to VPMO account; b) request for direct delivery method to purchaser (courier services) by paying via bank transfer an amount total of non-refundable fee of VND 3,000,000 (Three million VND) for the document plus courier fee for delivery services to purchaser.
