Invitation for Bids (IFB) March 08, 2021 The Federal Democratic Republic of Ethiopia Transport System s Improvement Project (TRANSIP) ITS-ICT System for Anbessa City Bus Service Enterprise (ACBSE) will comprise of two main sub-systems (i) ICT System and (ii) ITS System Credit Number: 5816-ET IFB Title: Supply, Installation, Commissioning, Operation and Maintenance of ITS-ICT System for Anbessa City Bus Service Enterprise (ACBSE) IFB NO: ET-AARTB-214155-GO-RFB 1. The Government of the Federal Democratic Republic of Ethiopia has received a credit from International Development Association toward the cost of the Transport Systems Improvement Project (TRANSIP), and it intends to apply part of the proceeds of this credit to payments under the agreement(s) resulting from this IFB: Supply, Installation, Commissioning, Operation and Maintenance of ITS-ICT System for Anbessa City Bus Service Enterprise (ACBSE); Number of IFB: ET-AARTB-214155-GO-RFB. 2. The Addis Ababa City Roads Authority (AACRA) serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for the Supply, Installation, Commissioning, Operation and Maintenance of ITS-ICT System for Anbessa City Bus Service Enterprise (ACBSE). 3. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, edition of January 2011 and July 2014 Revision, and is open to all Bidders eligible as defined in these Guidelines, that meet the following minimum qualification criteria: Minimum average annual turnover of USD 20 (Twenty) Million, calculated as total certified payments received for contracts in progress or completed, within the last three (3) financial years before the deadline for Bid submission The Bidder must have minimum of USD 4 (Four) Million cash flow to demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the cash-flow requirements for the project. Participation as a prime supplier or JV member, in either: at least one (1) project, with a value of at least USD Twenty (20) Million, OR at least two (2) projects, with each project at least USD Fifteen (15) Million within the last five (5) years that has been successfully and substantially completed (achieved Operational Acceptance) in BRT or Bus Operation. The project(s) should have at least Four (4) components out of the following: vehicle tracking system, electronic ticketing system, passenger information system, supply and installation of ICT hardware/software, development/customization of ERP software.   4. Interested eligible Bidders may obtain further information from Addis Ababa City Roads Authority (AACRA) and inspect the bidding documents at the address given below from 8:30 a.m. to 12:30 p.m. and 1:30 p.m. to 5:30 p.m. local time from Monday to Thursday, and from 8:30 a.m. to 11:30 a.m. and 1:30 p.m. to 5:30 p.m. local time on Friday. A pre-bid meeting which potential bidders may attend will be held on March 29, 2021. 5. A complete set of bidding documents in English Language may be purchased by interested Bidders on submission of a written application to the address below and upon payment of a non-refundable fee of USD 100.00 (US Dollar One Hundred) or ETB 4,000.00 (Ethiopian Birr Four Thousand).  The method of payment will be in cash, bank certified check or telegraphic transfer to the Purchaser’s Bank Account in the Commercial Bank of Ethiopia-Sar Bet Branch through Account No. 1000009607734. The document will be delivered by hand. 6. Bids must be delivered to the address below at or before May 11, 2021 at 2:30 PM. Bids need to be secured by a Bid Security. The amount of Bid Security required is USD 140,000.00 (US Dollar One Hundred Forty Thousand) or equivalent amount in Ethiopian Birr; and it should be valid for 148 days from the latest deadline for the submission of bids. Late bids will be rejected.  Bids will be opened in the presence of Bidders’ representatives who choose to attend at the address below at May 11, 2021 at 3:00 PM. 7. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts. 8.
