Tender Details

Transport for NSW is inviting suitably experienced, qualified and accredited Contractor to participate in the tender process for the Supply and Installation of Mobile Speed Camera (MSC) Fixed Signs – Western Parkland City

This advertisement invites the submission of a tender from any organisation that meets the minimum participation requirements.

The purpose of the NSW Mobile Speed Camera (MSC) Program is to deter drivers from speeding on every trip through enforcement anywhere, anytime – reducing speeds across the road network, not just at identified high risk locations.

In November 2020 the Government announced enhancements to the NSW MSC Program towards best practice and national consistency, proven to reduce road trauma.

The works to be carried out under this contract involve the site investigation, supply and installation of three different sizes of Mobile Speed Camera (MSC) Fixed Signs at various locations (Approximately 315 Signs across 3 packages) within Greater Sydney area including State and Local Roads as detailed in the Request for Tender. The works are to be installed near live traffic, pedestrians and businesses. The works are to be undertaken with appropriate traffic management, suitable for the adjacent traffic speeds, to ensure the safety of both workers and road users. The works under the contract is to be carried out with the least possible disruption to traffic, road users and communities.

Separate ROL applications need to be submitted for each site by contractors undertaking sign installation works.

All site investigation and potholing required ahead of work commences and during to identify any clashes with existing services.

The signage installations under overhead power lines is to be in accordance with Safe work NSW ‘Work near overhead power lines: Code of practice;

All sign installations, including supply of materials, plant, supervision, coordinating and sequencing required in the performance of the Works;  

establishment and maintenance of all work sites including all mobilisation, demobilisation, clean-up and required amenities and on-site services;

Undertake all other activities and works necessary to complete the Works.

The Contractor general obligations include but are not limited to:

Providing a skilled team, which will work collaboratively with TFNSW, councils, utility companies and key stakeholders to deliver contract works in line with agreed documentations and programme requirements.

To successful participate in the tender process for the Project, organisations:

  1. Must execute (to the satisfaction of TfNSW) the Confidentiality Deed Poll to receive the tender documents and must return to TfNSW via [email protected] by 5:00pm (AEST) Friday 11 February 2022
  2. Must provide evidence of National Pre-qualification System for Civil (Road and Bridge) compliance with R1 level or greater.

Without any obligation to do so, where the integrity of the tender process is not compromised, TFNSW may determine (in its absolute discretion) that it is appropriate to consider a late tender submission.  

All tenderers must comply with the NSW Government Procurement Policy Framework (NSW Framework), NSW Government Supplier Code of Conduct (NSW Code) and New South Wales Industrial Relations Guidelines: Building and Construction Procurement (NSW Guidelines).
