  Invitation for Bids Date: 18 May 2021 Loan No. and Title: Loan 3590/3591-VIE: Green Secondary Cities Development Project Contract No. and Title: HU-CW02:  Dredging and Embankment of An Hoa, An Cuu and Nhu Y rivers Deadline for Submission of Bids: 14 June 2021; 14:00 hours (local time) 1.    The Social Republic of Vietnam has received financing from the Asian Development Bank (hereinafter called "ADB") toward the cost of the Green Secondary Cities Development Project. Part of this financing will be used for payments under the contract package named above. Bidding is open to Bidders from eligible source countries of ADB.  2.    The Thua Thien Hue Provincial People's Committee, c/o Thua Thien Hue Department of Planning and Investment (“the Employer”) invites sealed bids from eligible Bidders for the contract package HU-CW02:  Dredging and Embankment of An Hoa, An Cuu and Nhu Y rivers with the following details:  Summary of works: Dredging and Embankment of An Hoa, An Cuu and Nhu Y rivers. Site location: Hue city and Huong Tra Town, Thua Thien Hue Province, as presented at the drawing No.1 in the attached dossier of construction drawings. Contract implementation period: 36 months Contract type: admeasurement contract with price shall be price adjustments.    3.    National Competitive Bidding (NCB) will be conducted in accordance with the ADB’s Single-Stage: One-Envelope bidding procedure and is open to all eligible Bidders as described in the Bidding Document.  4.    Only eligible Bidders with the following key qualifications should participate in this bidding:  Construction experience:   ●     As a minimum, the Bidder's net worth for the last year, calculated as the difference between total assets and total liabilities should be positive. ●     Participation in at least one (1) contract that has been successfully or substantially completed within the last five (5) years and that is similar to the proposed works, where the value of the Bidder’s participation exceeds VND 86.5 billion. Agricultural Works for Rural Development or Technical Infrastructure Works of grade IV or higher. Construction of stone/concrete embankment with volume ≥ 1000 m3. Financial requirements:   ●     The Bidder's net worth for the last year (2020), calculated as the difference between total assets and total liabilities should be positive.  ●     Minimum average annual construction turnover of VND 72,100,000,000 calculated as total certified payments received for contracts in progress or completed, within the last the last three (3) years (2018, 2019, 2020).  The qualification criteria are more completely described in the Bidding Document.  5.    Interested eligible Bidders may obtain further information from the Employer and inspect the Bidding Document during office hours from Monday to Friday until before 14:00 hours on 14 June 2021, at the following website: http://muasamcong.mpi.gov.vn.   6.    A complete set of Bidding Documents in Vietnamese is freely available on Vietnam National e-Procurement System (www.muasamcong.mpi.gov.vn).  7.    e-Bids must be submitted via Vietnam National e-Procurement System at or before 14:00 hours on 14 June 2021 (local time). Late bids will not be accepted.
